Amends the Prevailing Wage Act. Provides that the Act does not apply to wages paid to all laborers, workers, and mechanics employed by or on behalf of a public body engaged in a public works project with a total cost of $20,000 or less if the public body notifies the Department of Labor of each project for which the waiver is used within 60 days of commencing the project. Provides that the Department shall make available a form with which public bodies may make this notification. Provides that the Department shall submit an annual report detailing the number of projects engaged using the waiver in the preceding year, the total number of employees engaged in those projects, the total cost of those projects without using prevailing wage standards, the total cost of those projects using prevailing wage standards, and any other information the Department deems appropriate. Effective immediately.

Amends the Illinois Vehicle Code. Provides that the State Police (currently, the Department of Transportation) shall be the lead and sole agency to administer the Federal Motor Carrier Safety Administration Motor Carrier Safety Assistance Program and receive its related grants. Amends the State Finance Act and the Illinois Hazardous Materials Transportation Act to make conforming changes. Effective July 1, 2016.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning notification of dispositions of certain criminal cases.
Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall by rule allow for non-resident license applications from any state or territory of the United States that requires firearm training and a background check of an applicant for a license to carry concealed firearms (currently, the other state or territory must have laws related to firearm ownership, possession, and carrying, that are substantially similar to the requirements to obtain a license under the Act). Effective immediately.

Amends the Pharmacy Practice Act. Removes provisions concerning the position of deputy pharmacy coordinator. Removes limitations on the number of pharmacy investigators that must be employed by the Department of Financial and Professional Regulation (previously no less than 4 pharmacy investigators needed to be employed by the Department). Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that the requirement for licensure that an applicant must submit certification issued by the Department of State Police that the applicant's fingerprinting equipment and software meets all specifications required by the Department of State Police applies to fingerprint vendor agencies (rather than fingerprint vendors), and that the requirement is a continuing requirement for licensure. Effective immediately.
Amends the Economic Development for a Growing Economy Tax Credit Act. Removes provisions concerning conditions that the Business Investment Committee shall determine exist in order for the Committee to make its recommendation that an Applicant's application for Credit should or should not be accepted. Effective immediately.
Amends the Illinois Vehicle Code. Allows highway commissioners to prohibit operation of trucks or other commercial vehicles, or impose weight limitations on those vehicles, on designated highways after conducting a public hearing and approving a resolution. Provides that if written notice requesting a road not be posted at a permanently reduced weight is signed by 3 persons owning land in that road district and is given to the highway commissioner who fails to change or evaluate a permanently reduced weight limit, the 3 landowners may petition the county superintendent of highways. Requires a petitioned county superintendent of highways to hold a hearing on the petitioned issue, and allows him or her to order the highway commissioner to change a posted weight limit. Provides that if the highway commissioner disobeys the order of the county superintendent, he or she is guilty of a petty offense, and subject to removal from office.
