AGG ASSAULT-PEACE OFFICER

Amends the Criminal Code of 2012. Provides that aggravated assault committed by using an air rifle, any device manufactured and designed to be substantially similar in appearance to a firearm, or a deadly weapon other than a firearm, is a Class 4 felony (rather than a Class A misdemeanor) when the victim is a peace officer.

CONCEALED CARRY-RECIPROCITY

Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall by rule allow for non-resident license applications from any state or territory of the United States that requires firearm training and a background check of an applicant for a license to carry concealed firearms (currently, the other state or territory must have laws related to firearm ownership, possession, and carrying, that are substantially similar to the requirements to obtain a license under the Act). Effective immediately.

DHS-LINK CARD-PHOTO ID

Amends the Illinois Public Aid Code. Provides that on and after January 1, 2016, electronic benefits transfer ("LINK") cards used to obtain Supplemental Nutrition Assistance Program benefits or cash shall contain the name and photo of the primary cardholder and, at the option of the primary cardholder, the names of secondary holders who are authorized to use the card. Establishes that an individual may use the LINK card only if the photo on the card matches the user or he or she presents a current and valid photo identification that confirms he or she is a secondary user listed on the card. Provides that the Department of Human Services shall begin the process of transitioning to the use of LINK cards which contain the name and photo of the primary cardholder and list the names of all authorized users of the card. Requires the transition to be completed no later than January 1, 2016. Effective immediately.

PROP TX-DISABLED VETERANS

Amends the Property Tax Code. In a Section concerning the disabled veterans standard homestead exemption, provides that, for taxable years 2016 and thereafter, if the veteran has a service connected disability of 30% or more, then the property is exempt from taxation under the Code. Effective immediately.
