CRIM CD-DISORDERLY CONDUCT

Amends the Criminal Code of 1961 relating to disorderly conduct. Provides that engaging in any loud protests of singing, chanting, whistling, or yelling with or without noise amplification, displaying any visual images that convey fighting words or actual or veiled threats against any other person, engaging in a directed protest march or picket at any public location when any of these activities are conducted within 300 feet of any entrance to a facility being used for a funeral or memorial service, or blocking access to such facility at any time during the period starting 30 minutes before any funeral or memorial service is scheduled to begin and ending 30 minutes after the funeral or memorial service terminates is disorderly conduct in which the penalty is a Class C misdemeanor. Provides that the provisions of the Act are severable. Effective immediately.

CD CIV PRO-QUICK-TAKE

Amends the Code of Civil Procedure. Grants quick-take authority to the Bloomington and Normal Water Reclamation District for the specified property to be used for sewer overflow improvements. Effective immediately.

ISAC-SALE OF LOANS-INT-FEES

Amends the Higher Education Student Assistance Act. Provides that if any of the Illinois Student Assistance Commission's student loans are sold or transferred to a private entity, then the private entity must offer the same interest and fee rate reduction plan on the loan that the Commission would have offered if the loan was held by the Commission. Effective immediately.

BIENNIAL BUDGET

Proposes to amend the Finance Article of the Illinois Constitution. Provides for biennial budgets and appropriations. Defines a "fiscal biennium" as July 1 of each odd-numbered year though June 30 of the ensuing odd-numbered year. Effective upon being declared adopted.

PUB FUNDS INVEST- SHORT TERM

Amends the Public Funds Investment Act. Allows investment in (i) short term obligations of certain corporations if the purchases do not exceed 10% of the corporation's outstanding obligations "at the time of the purchase of the obligations" and (ii) certain money market mutual funds if the portfolio of the fund is limited to certain mutual bonds. Allows investment in any obligations of the Federal National Mortgage Association or certain savings and loan associations (now, only short term discount obligations). Effective immediately.

PEN CD-GA&JUDGES-NO NEW MEMBER

Amends the Illinois Pension Code. Provides that a person who becomes a judge, constitutional officer, or member of the General Assembly on or after the effective date shall participate in the State Employees' Retirement System, unless he or she participated in the Judges or General Assembly Retirement System before that date. Provides that those persons may not have their employee contributions paid on their behalf by the State. In the General Assembly Article, allows a person with more than 20 years of service to elect to stop contributing to the System instead of receiving the accelerated 3% increases to which he or she would otherwise be entitled. Effective immediately.

WOMEN/MILITARY SRVC MEMORIAL

Resolves that the General Assembly authorize the construction of a memorial honoring women in military service on a portion of the State-owned property in Oak Ridge Cemetery in Springfield, Illinois.
