Amends the Professional Boxing Act to provide for the regulation of martial art and mixed martial art matches and exhibitions. Requires a promoter to submit to the Department, after making initial application to conduct an event and within 10 days of a scheduled event, proof of insurance for not less than $50,000 (instead of $10,000) for each contestant participating in a contest or exhibition. Makes other changes. Repeals a Section concerning ultimate fighting exhibitions.

Amends the Illinois Youthbuild Act. Provides that the Secretary of Human Services shall, subject to appropriation, make grants to applicants for the purpose of carrying out Youthbuild programs (now, the Secretary is authorized to make grants). Provides that youths in foster care, youth offenders, youths with disabilities, children of incarcerated parents, and migrant youth are eligible to participate in Youthbuild programs. Makes other changes. Effective immediately.
Amends the Illinois Vehicle Code and the State Finance Act. Creates the Rotary Club Fund as a special fund in the State treasury. Provides for the issuance of Rotary Club license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Rotary Club Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Rotary Club Fund shall be paid as grants for charitable purposes sponsored by the Rotary Club.
Amends the Use Tax Act. Makes a technical change in a Section concerning the rolling stock exemption.
Amends the Property Tax Code. Sets forth procedures for calculating certain adjustments with respect to the Property Tax Extension Limitation Law.
Amends the Illinois Insurance Code. Provides that an insurer or producer authorized to issue policies of insurance in this State may not make a distinction or otherwise discriminate between persons, reject an applicant, cancel a policy, or demand or require a higher rate of premium for reasons based solely upon an applicant's or insured's past lawful travel experiences or future lawful travel plans. Provides that this provision does not prohibit an insurer or producer from excluding or limiting coverage under a policy or refusing to offer the policy based upon past lawful travel or future lawful travel plans or from charging a different rate for that coverage when that action is based upon sound actuarial principles or is related to actual or reasonably expected experience and is not based solely on the destination's inclusion on the United States Department of State's travel warning list.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the School Code. Provides that, subject to appropriations for this purpose, the State Board of Education shall provide grants to the Illinois School Psychology Internship Consortium for aid in providing training programs and facilitating interns to improve the educational and mental health services of children in this State.
