REPEALS HEALTH FAC PLANNING BD
Repeals the Illinois Health Facilities Planning Act and abolishes the Health Facilities and Services Review Board. Amends the Health Care Worker Self-Referral Act to transfer the Board's functions under that Act to the Department of Public Health. Amends various other Acts to eliminate references to the Board or the Act. Effective January 1, 2016.

$VARIOUS-HIGHER EDUCATION
Makes various appropriations concerning higher education and the Illinois Math and Science Academy, if and only if Senate Bill 2400 and Senate Bill 2789 of the 99th General Assembly become law. Provides that the appropriation authority is valid for costs incurred from July 1, 2015 through June 30, 2016. Effective immediately.

REAL ESTATE BROKER-SUPERVISOR
Amends the Real Estate License Act of 2000. Changes the definition of "managing broker" to provide that a supervising broker may have supervisory responsibilities for licensees in more than one brokerage company or entity (rather than for licensees in one or more than one office). Effective immediately.

IEMA-LGDF-DISASTER RELIEF
Amends the Illinois Emergency Management Agency Act and the State Revenue Sharing Act. Provides that certain units of local government may apply to the Illinois Emergency Management Agency to receive distributions directly from the Local Government Distributive Fund and the Income Tax Surcharge Local Government Distributive Fund for the purpose of reimbursing the unit of local government for eligible costs incurred as a result of a disaster when the Federal Emergency Management Agency has denied a request for financial assistance for that eligible applicant. Provides that, if an application is approved, distributions to other municipalities and counties from the Local Government Distributive Fund and the Income Tax Surcharge Local Government Distributive Fund shall be reduced accordingly. Effective immediately.
