Creates the South Suburban Airport Authority Act and the South Suburban Airport Authority. Contains provisions concerning governance and finances of the Authority. Provides that the Public Funds Statement Publication Act shall not apply to the Authority. Amends the Archaeological and Paleontological Resources Protection Act, the Human Skeletal Remains Protection Act, the Foreign Trade Zones Act, the Governmental Account Audit Act, the Illinois Municipal Code, the Downstate Forest Preserve District Act, the Vital Records Act, the Religious Freedom Restoration Act, and the Eminent Domain Act to make conforming changes. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective March 1, 2011.
Amends the Illinois Notary Public Act. Makes a technical change in the short title Section.
Amends the Local Governmental Acceptance of Credit Cards Act. Makes a technical change in a Section concerning liability of local governmental employees.
Amends the Code of Civil Procedure. Makes a technical change in a Section regarding the short title of the Article concerning mortgage foreclosures.
Amends the Property Tax Code. Provides that owners of residential property are liable, on a proportionate basis, for the increased taxes resulting from certain improvements to the property beginning (i) on the date the property is residentially occupied, or (ii) on the first day of January of the second year following the year in which construction of the improvements was completed, whichever occurs first. Sets forth criteria for determining whether property is "residentially occupied". Effective immediately.
Amends the Lead Poisoning Prevention Act. In the provision concerning warning statements, includes items that are intended to be placed in a child's mouth in the definition of "child care article". Provides that an entity is in compliance with the provision concerning warning statements for children's products if a warning statement is provided on a legible sign or shelf tag placed in close proximity to where the product is displayed. Provides that the warning statement is not required if any component part of the item containing lead is not accessible to a child through normal and reasonably foreseeable use and abuse.
Amends the Adoption Act. Makes a technical change in a Section concerning who may be adopted.
