Amends the Code of Civil Procedure. Provides that any civil action based upon a legal theory of civil conspiracy, concert of action, or aiding and abetting may not be established merely by alleging a defendant's alleged participation in the conspiracy alone and that such an action shall be dismissed as a matter of law if the court concludes that the defendant did not owe a legal duty of care to the plaintiff. Provides that no defendant shall be liable under any of those theories unless the underlying tortious conduct is known to the defendant to be the purpose of the agreement giving rise to the action and intentionally committed by a party to the concerted action or agreement. Provides that these changes apply to all pending civil actions and to all actions filed on or after the effective date of the amendatory Act, provided that the changes do not apply to a civil action in which the trial began prior to that effective date. Effective immediately.

Amends the Election Code and the State Comptroller Act. Restricts the disclosure of the residence address and telephone number of judges and candidates for judge. Effective immediately.
Creates the Homeowners' Association Bill of Rights Act. Provides that the Act applies to common-interest communities of single-family detached homes to protect homeowners with respect to actions by their association. Defines terms. Provides for homeowner rights: to protection against foreclosure by an association except under limited circumstances; to resolve disputes with an association without litigation through a fact-finding hearing, mediation, a time to cure a violation, and other provisions; to fairness in litigation by providing for a homeowner's attorney fees and limits on an association's attorney fees; to receive information about all association rules and charges, including disclosure before a home purchase is binding; to stability in an association's rules and charges, and limits on changes to the rules and charges; to individual autonomy concerning the display of flags and signs, peaceful assembly, use of common property, and limits on association documents; to oversight of associations and directors, including open records, open meetings, open voting, elections, and recalls; to vote on association matters and seek association office; and to reasonable discharge of responsibilities by associations and directors.
Amends the Riverboat Gambling Act. Terminates the obligation of certain owners licensees to make payments into the Horse Racing Equity Trust Fund (the impact fee) on the effective date of the amendatory Act. Amends the Illinois Horse Racing Act of 1975 to repeal provisions creating the Horse Racing Equity Trust Fund. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning a committed person's grievances.
Amends the Citizen Participation Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly attempt to entice a person under 18 years of age to the entrance of or into a dwelling or structure by means of oral communications, gestures, signage, illumination or any form of electronic communication or to knowingly attempt to entice a person under 18 years of age into a vehicle.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning prosecution of a traffic, boating, or fish and game law or ordinance violation committed by a minor.
