Amends the Public Employee Disability Act. Provides that, whenever an eligible employee suffers any injury or illness in the line of duty (rather than suffers any injury in the line of duty) which causes that employee to be unable to perform the employee's duties, the employee shall continue to be paid by the employing public entity on the same gross pay basis, inclusive of all pensionable salary, as the employee was paid before the injury (rather than paid by the employing public entity on the same basis as he was paid before the injury), with no deduction from and with continued accrual of any sick leave credits (rather than with no deduction from his sick leave credits) and specified other compensation, with other requirements. Amends the Illinois Power of Attorney Act. Deletes two reasons for which it is deemed reasonable cause for a third party to refuse to honor a power of attorney for property: (i) the refusal by the agent to provide a copy of the original document that is certified to be valid by an attorney, a court order, or governmental entity; and (ii) the refusal of the principal's attorney to provide a certificate that the power of attorney is valid.
Creates the Companion Animal Custody Equity Act. Provides that in a possession dispute involving a companion animal, a court may consider the well-being of the companion animal regardless of the marital status of the parties. "Companion animal" means a domesticated dog or cat that resides in a household. Authorizes the court to issue temporary possession or caregiving orders, including limited visitation, if necessary to reduce stress or disruption to the companion animal. Provides that for companion animals 10 years of age or older, courts may give additional consideration to factors including continuity of environment, emotional stability, stress minimization, and maintenance of established routines. Provides that a court may, if appropriate, order mediation between the parties to resolve issues related to companion animal possession.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that, if a person provides a service to a consumer and the provision of the service requires entry to the consumer's dwelling or requires the consumer to be present at the consumer's property for the service to be provided, the service provider shall: (1) schedule an appointment with the consumer; and (2) provide the consumer with reasonable notice of an estimated time or range of times during which the service provider will arrive to provide the service. Provides that, if the service provider fails satisfy those requirements or arrive within 30 minutes of the stated time, the service provider shall not charge the consumer any fee or additional charge if the consumer is not present when the service provider arrives. Provides that a violation of the provision constitutes an unlawful practice within the meaning of the Act.

Amends the School Code. Requires each school district to include in its handbook for grades kindergarten through 12 railroad safety messaging. Allows a school to opt-out of the messaging requirement if the school district votes that the inclusion of such messaging is unnecessary.
Amends the Illinois Vehicle Code. Provides that, for each violation of a provision of the Code or a local ordinance recorded by an automated traffic law enforcement system, the county or municipality having jurisdiction shall issue a written notice of the violation to the registered owner of the vehicle who shall be liable for the violation unless otherwise provided. Provides that the notice shall be delivered to the registered vehicle owner within 30 days after the municipality or county confirms the identity of the owner of the vehicle (rather than 30 days after the Secretary of State notifies the municipality or county of the identity of the owner of the vehicle), but in no event later than 90 days after the violation. Provides that there shall be a rebuttable presumption that a school bus was stopped for the purpose of receiving or discharging pupils and the visual signals were in operation on the school bus when recorded images produced by an automated traffic law enforcement system show: (1) an activated stop signal arm; and (2) an electronic indicator indicating activation of school bus visual signals. Provides that the motor vehicle owner is subject to a mandatory civil penalty of $300 (rather than a penalty not exceeding $150) for a first time violation or $1,000 (rather than a penalty not exceeding $500) for a second or subsequent violation.
Amends the Birth Control Services to Minors Act. Provides that any minor may give effective consent for contraceptive services or supplies and the consent of no other person is required. Provides that for such purposes, a minor is deemed to have the same legal capacity to act and has the same powers and obligations as a person of legal age.
Creates the Transparency in Downcoding Act. Provides that the Act applies to certain policies of health insurance amended, delivered, issued, or renewed on or after the effective date of the Act, except for employee or employer self-insured health benefit plans under the federal Employee Retirement Income Security Act of 1974 and health care provided pursuant to the Workers' Compensation Act or the Workers' Occupational Diseases Act. Prohibits a health insurance issuer from using an automated process, system, or tool to downcode a claim; from downcoding a claim based solely on the reported diagnosis codes; and from using downcoding practices in a targeted or discriminatory manner against physicians who routinely treat patients with complex or chronic conditions. Requires downcoding decisions to be made by a physician licensed to practice medicine in all its branches in any United States jurisdiction and of the same or similar specialty as a physician who typically manages the medical condition or disease. Sets forth provisions concerning notification requirements for downcoded claims; the appeal process for downcoded claims; enforcement by the Department of Insurance; and penalties. Provides that any pattern or practice of discriminatory downcoding identified by the Director of Insurance or another regulatory authority shall be subject to enforcement actions, including fines, restitution, or suspension of the health insurance issuer's license in this State. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person who is less than 16 years of age may ride as a passenger on a Class 3 low-speed electric bicycle that is designed to accommodate passengers if the operator is 18 years of age or older.
