Creates the Interfund Borrowing Act of 2009. Contains only a short title provision.

Amends the Payday Loan Reform Act. Makes a technical change in a Section concerning the short title.

Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.

Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires that the Governor's submitted budget include information concerning the amount and description of overdue bills and invoices under the State Prompt Payment Act. Amends the Prompt Payment Act. Accelerates the payment period from 60 days after the bill is submitted to 30 days after the bill is submitted. Increases the interest penalty from 1% to 1.5% if the payment is not made within 60 days after the bill is submitted. Effective immediately.

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that beginning January 1, 2009, "covered prescription drug" includes any prescription drug used in treating the effects of multiple sclerosis (instead of providing that the term includes any prescription drug used in the treatment of multiple sclerosis). Effective immediately.

Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide cover for wigs or other scalp protheses worn for hair loss caused by chemotherapy or radiation treatment for cancer or other conditions. Effective immediately.

Amends the Illinois Public Aid Code. Provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as Intermediate Care for the Developmentally Disabled facilities, or facilities licensed by the Department of Human Services under the Community-Integrated Living Arrangements Licensure and Certification Act, in any calendar year in which there is a cost-of-living increase in federal Supplemental Security Income benefits or Social Security Administration payments, the Department of Healthcare and Family Services shall increase the Medicaid per diem rate paid to those facilities by an amount equal to the total amount of the increase in Supplemental Security Income benefits or Social Security Administration payments. Effective immediately.

Amends the Public Utilities Act in relation to the regulation of telecommunications carriers. Makes a technical change in a Section relating to tariff filings.

Amends "An Act making appropriations", Public Act 95-348. Increases certain appropriations for official court reporting to the Office of the State Comptroller. Effective immediately.

Amends the State Finance Act. Provides that moneys in the Conservation 2000 Fund and Conservation 2000 Projects Fund may be used, subject to appropriation, to support and assist units of local government with natural resource protection, recreation, tourism, and compatible agricultural and economic development activities that receive funding approval from the Department of Natural Resources. Effective immediately.
