Amends the Illinois Vehicle Code. Provides that the Illinois Commerce Commission and the Illinois Department of Transportation, in cooperation with a local law enforcement agency, may establish in any county or municipality a system for automated enforcement of railroad crossing violations. Provides for automated recording of vehicles that enter a railroad crossing against the signal or that obstruct traffic at a railroad crossing. Provides for the issuance of a Uniform Traffic Citation to the owner of the recorded vehicle. Establishes procedures for contesting the violation. Provides that violation of the provision is a petty offense for which a fine of $250, or 25 hours of community service, shall be imposed. Provides that a fine of $500 shall be imposed for a second or subsequent violation. Provides that the Secretary of State may suspend for not less than 6 months the registration of a vehicle involved in a second or subsequent violation. Provides that photographs from a system established under the new provision, or under the provision establishing a similar pilot program, can be made available to governmental agencies for safety analysis of the railroad crossing.

Amends the State Prompt Payment Act. Provides that State agencies are prohibited from delaying the review of bills or the submission of bills to the Comptroller unless a defect in the bill is identified.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that, upon enactment of a federal transportation bill with a dedicated fund available to states for safe routes for schools, the Department of Transportation shall, in cooperation with the State Board of Education and the Department of State Police, establish and administer a Safe Routes to School Construction Program for the construction of bicycle and pedestrian safety and traffic-calming projects, with construction grants being made available to local governmental agencies. Effective immediately.
Amends the Public Officer Simultaneous Tenure Act. Makes a technical change in a Section concerning the purpose of the Act.
Amends the Illinois Vehicle Code. Provides that an antique vehicle may display a blue light or lights of up to one inch in diameter as part of the vehicle's rear stop lamp or lamps. Effective immediately.
Amends the Election Code. Provides that when the secretary or clerk of the political subdivision provides the form for a back door referendum petition, the legal sufficiency of the form cannot be the basis for a challenge to placing the referendum on the ballot. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the requirement of covers or tarpaulins for certain load.
The sum of $1, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of State Police for a study to determine methods by which to improve information sharing among various law enforcement agencies. Effective July 1, 2003.
Amends the Sex Offender Management Board Act and the Juvenile Court Act of 1987. Requires the Sex Offender Management Board to impose as a condition of probation, continuance under supervision, or other release of a juvenile sex offender that the offender: (1) not be present or approach within 500 feet of the victim of the sex offense for which that offender has been adjudicated delinquent or of that victim's residence; (2) undergo psychiatric or psychological treatment if the Board deems such treatment appropriate; and (3) take such medication that the Board deems appropriate and undergo periodic evaluations to determine if the offender is taking such medication as deemed appropriate. Provides that the Board shall notify the principal or other chief administrative officer of the school that the juvenile sex offender attends that the pupil is a juvenile sex offender. Effective immediately.
