SCH CD-DEBT LIMIT-REGION DIFF

Amends the School Code with regard to the debt limitations of school districts. In a provision allowing additional indebtedness to be incurred in an amount not to exceed the estimated cost of acquiring or improving school sites or constructing and equipping additional building facilities when the enrollment of students for the next school year is estimated to increase over the actual present enrollment by not less than 35% or by not less than 200 students or the actual present enrollment of students has increased over the previous school year by not less than 35% or by not less than 200 students, requires the State Board of Education to take into account regional economic differences when considering whether to allow a school district to incur the additional indebtedness and provides that the State Board may not unreasonably withhold approval of a request to incur the additional indebtedness. Effective immediately.

COUNTY JAIL-PRISONER REIMBURSE

Amends the Unified Code of Corrections. Provides that as a condition of probation, a prisoner who has served pretrial detention in the county jail may be ordered to reimburse the county for those expenses. Amends the County Jail Act. Provides that the county may seek reimbursement for any expenses incurred by the county in relation to a charge for which a person was sentenced to a county jail as follows: (1) from each person who is or was a prisoner, not more than $60 per day for the expenses of maintaining that prisoner or the actual per diem cost of maintaining that prisoner, whichever is less, for the entire period of time the person was confined in the county jail, including any period of pretrial detention; (2) to investigate the financial status of the person; and (3) any other expenses incurred by the county to collect payments. Amends the County Jail Good Behavior Allowance Act. Provides that a prisoner who willfully refuses to cooperate in the collection of expenses of his or her incarceration shall not receive a reduction in his or her term of incarceration under the Act. Effective immediately.

CAMPAIGN CONTRIBUTION REPORTS

Amends the Election Code. Requires that the State Board of Elections' searchable electronic database of campaign contribution reports must be searchable by employer and occupation of the contributor with respect to contributions for which that information is reported. Effective immediately.

UNEMP INS-CROSSING GUARD

Amends the Unemployment Insurance Act. Provides that an individual is ineligible for benefits on the basis of wages for service for a municipality as a school crossing guard between 2 successive academic years or terms or during a vacation period or holiday recess if the individual performed the service in the first of the academic years or terms or before the vacation period or holiday recess and there is a reasonable assurance that the individual will perform the service in the second of the academic years or terms or after the vacation period or holiday recess, subject to specified exceptions. Effective immediately.

MOBILE HOME LEASE-REQ

Amends the Mobile Home Landlord and Tenant Rights Act. Provides a refund procedure for a lease or purchase agreement that a prospective tenant cancels within 5 days after signing the lease or purchase agreement. Provides that a landlord is limited to 2 months rent for a tenant's early termination of the lease. Provides that if a tenant leaves the park because of temporary illness or disability, the park owner shall allow relatives designated by the tenant or the tenant's guardian to live in the home. Provides for automatic lease renewal for 2 years unless certain requirements are met, such as a 30-day notice and a notice of reasons for the non-renewal of the lease. Provides that the park owner is to give 12 months notice of closing all or part of the park. Provides for the park owner and tenant or tenant association to use a State certified general real estate appraiser, selected by the parties or the court, to prepare an appraisal to determine the appropriate amount for rent and fees. Provides that the appraisal is subject to court review. Makes other changes.

SENIORS/DISABLD DRUGS-HIV/AIDS

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In provisions concerning the Illinois Seniors and Disabled Drug Coverage Program of pharmaceutical assistance to the aged and disabled, provides that for program beneficiaries who are not eligible for Medicare Part D coverage and who are (i) disabled and under age 65, or (ii) age 65 or older with incomes over 200% of the federal poverty level, or (iii) age 65 or older, with incomes at or below 200% of the Federal Poverty Level, and not eligible for federally funded means-tested benefits due to immigration status, "covered prescription drug" includes any prescription drug for the treatment of HIV/AIDS or related conditions included in the formulary of the Illinois AIDS Drug Assistance Program operated by the Department of Public Health. Effective immediately.
