Amends the Illinois Municipal Code. Requires a reporting municipality to comply with certain procedures and pay certain compensation to the Comptroller if a tax increment financing report is not filed within 6 months after the close of the fiscal year of the municipality. Provides that payment for the tax increment financing report shall be ordered by the corporate authorities of the municipality out of the municipality's tax increment financing funds, and prohibits a municipality from levying a tax to meet the costs of a tax increment financing report. Preempts home rule. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

Amends the Illinois Vehicle Code. Provides that each school district in the State shall have in place, by January 1, 2007, a policy to ensure that the school bus driver is the last person leaving every school bus and that no passenger is left behind or remains on the vehicle at the end of a route, a work shift, or the work day. Establishes requirements for the policy. Effective immediately.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the States Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Legislative Contract Disclosure Act and the Lieutenant Governors Contract Disclosure Act and amends the State Budget Law, the Attorney General Act, the Secretary of State Act, the State Comptroller Act, the State Treasurer Act, and the Illinois State auditing Act. Requires that the offices of statewide officers, legislators, legislative agencies, and the Auditor General post on their websites disclosures with respect to each of their contracts with an annual value of $50,000 or more. Specifies the contents of the disclosure, including the names of the contracting entity and others with whom the contracting entity has a financial relationship. Amends the Illinois Procurement Code to require posting on the online Procurement Bulletin of similar disclosures by bidders and offerors on State contracts with an annual value of $50,000 or more. Amends the Illinois Procurement Code to make changes with respect to the following: amendments to contracts; contents of the Procurement Bulletin; contract renewals; use of competitive bidding; sole source procurements; emergency procurements; bidders and offerors authorized to do business in Illinois; contract specifications; expense reimbursement; contract payments; lease renewals; lease holdovers; conflict of interest waivers; and contract voidability. Effective immediately.
Amends the State Prompt Payment Act. Provides that State agencies are prohibited from delaying the review of bills or the submission of bills to the Comptroller unless a defect in the bill is identified.
Amends the Illinois Highway Code. Provides that a portion (rather than one half) of the tax required by the Code to be levied on property in a municipality whose streets are maintained by the municipality may be paid over to the treasurer of the municipality, subject to execution of an intergovernmental agreement for the improvement of roads or streets lying within the boundaries of both the municipality and a township (rather than shall be paid to the treasurer, to be appropriated to the improvement of roads or streets, either in or outside the municipality, that are within the road district under the direction of the municipality's corporate authorities). Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Procurement Code. Redefines "contract" to include amendments to contracts. Prohibits the use of the sole source method of procurement as the basis for amending contracts if the additions would result in extensions of cost or term beyond specified limits. Limits the terms of emergency procurements to the shorter of 2 months or the period reasonably needed for competitive sealed bidding. Redefines the State services that, if disrupted, would warrant emergency procurements. Requires State agencies to comply with the Comptroller's requests for documents and information concerning specific contracts. Authorizes the Comptroller, with the approval of the Treasurer, to void or ratify contracts (now, only the chief procurement officers). Requires that bids or offers worth $50,000 or more annually must be accompanied by a disclosure of the potential contract executing entity and various entities with financial relationships with, or to whom political contributions may be made by, the contracting entity. Requires publication of the disclosures of winning bidders or offerors in the Procurement Bulletin. Specifies deadlines for posting certain notices in the online Procurement Bulletin. Makes other changes. Creates the Legislative Contract Disclosure Act and the Lieutenant Governor Contract Disclosure Act and amends the State Budget Law, the Attorney General Act, the Secretary of State Act, the State Comptroller Act, the State Treasurer Act, and the Illinois State Auditing Act, to require similar disclosure with respect to contracts entered into by the offices of executive branch constitutional officers, the legislative branch, and the Auditor General. Effective immediately.
Amends the Comprehensive Health Insurance Plan Act. Provides that employers employing less than 50 employees that provide health insurance coverage to employees may enroll an employee in the Comprehensive Health Insurance Plan if certain conditions are met. Requires the rates for Plan coverage to be 200% of rates established as applicable for individual standard risks. Requires the employee and the employer to contribute to the cost of premiums. Effective immediately.
Proposes to amend the Revenue Article of the Illinois Constitution. Prohibits the State from issuing general obligation bonds or other indebtedness secured by the full faith and credit of the State if, in the next fiscal year, the resulting amount of debt service on all outstanding bonds would exceed 7% of that fiscal year's aggregate appropriations of (i) general funds and (ii) specific vehicle or fuel related revenues. Permits the issuance of bonds that would otherwise violate the prohibition if the State Comptroller and State Treasurer consent in writing. Effective upon being declared adopted.
