IDOT-REDUCE DISCRIMINATION

Amends provisions of the Department of Transportation Law of the Civil Administrative Code of Illinois regarding the Department of Transportation's target market program. Makes various changes concerning: the duties of the Department and the chief procurement officer; reviewing evidence of discrimination; establishment and implementation of a target market program tailored to address findings of discrimination; reports to the General Assembly; determination of contract formation and bidding procedures for target market contracts; requirements relating to participation in the target market program; inclusion of contracts funded by the federal government; deletion and designation of contracts for purposes of the target market program; payments under target market contracts; nomenclature; and other matters. Effective immediately.

VEH CD, ID CARD ACT-VARIOUS

Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Makes changes to provisions regarding: the issuance of driver's licenses and identification cards; confidentiality of driver medical reports; information on school bus driver permits; application of school bus driver permit restrictions; issuance of graduated licenses and probationary licenses; cancellation of licenses or permits; discretionary authority to suspend or revoke licenses or permits; impoundment or forfeiture of a vehicle related to multiple summary suspensions; length of summary suspensions; driver training schools; and commercial driver's licenses. Effective immediately.

INS-CANCER-DRUG-CLINIC TRIAL

Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.

PAVEMENT PRESERVATION

Encourages furthering the effort to create a comprehensive pavement preservation and maintenance plan in Illinois. Commends the Illinois Department of Transportation for initiating Illinois' first pavement preservation program in 2004. Recommends that IDOT further develop a full-scale pavement preservation program.

DCEO-MICROLOAN PROGRAM

Creates the Microloan Program Act. Authorizes the Director of Commerce and Economic Opportunity to (i) make loans to eligible intermediaries for the purpose of making short-term, fixed rate loans to certain business concerns, (ii) make grants to those intermediaries to provide marketing, management, and technical assistance to small business concerns, and (iii) make grants to non-profit entities for the purpose of providing marketing, management, and technical assistance to low-income individuals under certain circumstances. Specifies criteria that eligible intermediaries must satisfy. Sets forth requirements for loans made to intermediaries; marketing, management, and technical assistance grants to intermediaries; private sector borrowing technical assistance grants; and loans to small business concerns from eligible intermediaries. Requires the Department to file certain reports with the General Assembly. Amends the State Finance Act to create the Business Loan and Investment Fund as a special fund in the State treasury. Authorizes the Department, subject to appropriation, to use the moneys in the Fund to carry out the purposes of the Microloan Program Act.

CIV PRO-HOMESTEAD EXEMPTION

Amends the Code of Civil Procedure. Increases the allowable amount of an estate of homestead property used as a residence from $15,000 to $30,000 for an individual and from $30,000 to $60,000 for 2 or more individuals, except that for an individual 65 years of age or older the allowable amount of an estate of homestead property used as a residence increases from $15,000 to $45,000.
