Designates April 14, 2015 as Pay Equity Day in the State of Illinois.
Amends the Economic Development for a Growing Economy Tax Credit Act. Makes a technical change in a Section concerning the purpose of the Act.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois and the 21st Century Workforce Development Fund Act. Authorizes the Department of Employment Security to operate a program to provide employers with pre-screened candidates for on-the-job training and to provide wage support therefor. Provides for candidate preference for young adults, veterans, and others. Provides for third parties to operate programs. Authorizes the Department to collect a fee of not less than $500 nor more than $1,000 from all employers with 2 or more employees to be deposited into the 21st Century Workforce Investment Fund to be expended for the purposes of the program. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department of Human Services for its FY14 ordinary and contingent expenses. Effective July 1, 2013.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Retailers' Occupation Tax Act. Provides that a retailer is relieved from liability for any tax that becomes due and payable if the tax is represented by amounts that are found to be worthless or uncollectible and have been charged off in accordance with generally accepted accounting principles on and after July 1, 2014. Provide for a deduction if the retailer had previously paid such a tax. Effective immediately.
Amends the Illinois Income Tax Act. Creates an addition modification in an amount equal to the deduction for qualified domestic production activities allowed under Section 199 of the Internal Revenue Code for the taxable year. Makes changes concerning the definition of "unitary business group". Provides that moneys attributable to those changes shall be deposited into the Bill Payment Trust Fund. Amends the State Finance Act to create the Bill Payment Trust Fund. Provides that moneys in the Bill Payment Trust Fund shall be used to make payments to certain bona fide creditors of the State. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Cook County Forest Preserve District Act. Provides that no district may incur indebtedness for the acquisition of land or lands for any purpose in excess of 90,000 acres (currently, 75,000 acres) without prior certification to the proper election officials and approval by the district's voters. Effective immediately.
