Recognizes the hard work and effort put forth by all parties assisting with the adoption of the post-2015 agenda for sustainable development by the United Nations. Shows support for a stand-alone goal in the post-2015 development agenda on gender equality, women's rights, and women's empowerment and for goals that address violence against women, the need to expand women's choices and equal opportunities, and the need to ensure that all women have a voice within households and in public and private decision-making. Urges the United States to participate in the Planet 50-50 by 2030: Step It Up For Gender Equality Campaign and to ratify the Convention on the Elimination of All Forms of Discrimination Against Women to further the commitment to gender equality.

Creates the Smart Phone Kill Switch Act. Requires that any smart phone manufactured on or after July 1, 2016 that is sold or purchased in Illinois must be equipped with preloaded anti-theft functionality or be capable of downloading that functionality. Requires the functionality to be available to purchasers at no cost. Provides that the Illinois Commerce Commission shall adopt rules regarding smart phone anti-theft functionality. Requires wireless communications device dealers to maintain a written record of every purchase or acquisition of a used wireless communications device for resale. Sets forth information that must be included in the written record. Provides that a law enforcement agency that has probable cause to believe a device has been stolen or is evidence of a crime may place an investigative hold on or confiscate the device. Requires the installation of video security cameras at a dealer's physical location. Provides that a violation of the Act is a Class B misdemeanor. Provides exemptions from the application of the Act, including wireless telephone providers who acquire devices for trade-in or for repair and refurbishment programs.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the applicability of the common law.
Creates the Industrial Hemp Act. Provides that any person desiring to grow, process, cultivate, harvest, process, possess, sell, or purchase industrial hemp or industrial hemp related products must be licensed by the Department of Agriculture. Provides that the application for a license shall include the name and address of the applicant and the legal description of the land area to be used to grow or process industrial hemp and that the license shall be valid for a period of 5 years. Preempts home rule powers. Amends the Illinois Noxious Weed Law. Provides that "noxious weed" does not include industrial hemp. Amends the Cannabis Control Act. Provides that "cannabis" does not include industrial hemp.
Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Local Mass Transit District Act. Provides that no trustee of any District, except in a Metro East District, may be an elected village president, mayor, council member, or board member (currently, just elected official) of the municipality or municipalities or county or counties creating the District. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a manufacturer or distributor of prescription contact lenses to prevent a retailer from selling or advertising contact lenses below any specified price.
Amends the Counties Code. Removes a restriction preventing counties from adjudicating offenses under the Illinois Vehicle Code (or a similar offense that is a traffic regulation governing the movement of vehicles).
Amends the Illinois Pension Code. Makes a technical change in a Section concerning Cook County.
Amends the Emergency Medical Services (EMS) Systems Act. Makes a technical change in a Section concerning the short title.
