Creates the Illinois Alzheimer's Disease Registry Act. Provides for the creation of the Illinois Alzheimer's Disease Registry under the authority of the Illinois Department of Public Health. Provides that the Registry shall provide a database of individuals with Alzheimer's disease and related dementias. Provides the Department of Public Health with rulemaking powers to establish and operate the Registry in accord with specified responsibilities. Requires the Department of Public Health to provide staff and resources for the Registry. Contains provisions concerning data privacy. Defines terms. Effective immediately.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that moneys in the Tax Compliance and Administration Fund shall consist of deposits provided for in tax laws, reimbursements, or other payments received from units of local government for administering a local tax or fee on behalf of the unit of local government in accordance with the Local Tax Collection Act, or other payments designated for deposit into the Fund. Amends the Retailers' Occupation Tax Act. In provisions concerning the disclosure of information, provides that the Department of Revenue may furnish certain information to counties as well as municipalities. Provides that, in addition to other information that the Department of Revenue is authorized to disclose, the Department may also disclose the standard classification number assigned to a business. Makes changes concerning cancellation of agreements. Provides that the Department of Revenue may enter into tax collection agreements with any unit of local government (currently, only counties and municipalities). Contains provisions concerning ordinances or resolutions imposing or discontinuing a tax collected by the Department pursuant to an intergovernmental agreement. Effective immediately.
Creates the Mental Health Prison Diversion Commission Act. Creates the Mental Health Prison Diversion Commission. Provides that the Commission shall gather information, review studies, and identify areas of best practice with respect to how the criminal justice system should handle persons with mental illness or intellectual and developmental disabilities who have committed a crime, and take other steps necessary to make written findings and recommendations to the General Assembly on or before February 1, 2016. Provides that in carrying out its function, the Commission, may, as appropriate, make inquiries, studies, investigations, hold hearings, and receive comments from the public. Provides that the Commission may consult with outside experts in order to perform its duties, including, but not limited to, experts in the private sector, organized labor, government agencies, and at institutions of higher education. Provides that members of the Commission shall serve without compensation but may, subject to appropriation, receive reimbursement for necessary travel and expenses. Provides that in addition to the report, the Commission shall provide to the General Assembly its recommendations in the form of legislation. Provides that the Legislative Reference Bureau shall provide drafting assistance to the Commission. Provides that the Act is repealed on February 15, 2016. Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning tax credits for providing child care for employees.
Amends the Civil Administrative Code of Illinois. Authorizes and requires a director of any department that issues an occupational or professional license to deny or withhold renewal of such license to a person or business that has failed to pay a debt owed to a county of 3,000,000 or more inhabitants. Provides that this Section does not allow a department to suspend a license not yet subject to renewal, when the aggrieved party is an indigent person, or where the debt does not exceed $50. Allows a department to adopt any rules necessary for the implementation and administration of this Section. Authorizes a director of a department that issues an occupational or professional license to enter into an intergovernmental agreement with the county to establish responsibilities, duties, and procedures relating to the administration of this Section.
