Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.
Amends the Chicago School District Article of the School Code. Provides that, prior to the closure of any school or the consolidation of one school with another, the person recommending the closure must provide certain notifications, conduct a school closure impact study that includes certain information concerning the school proposed to be closed or consolidated, and solicit an alternative proposal from the local school council or interested school members of the school proposed to be closed or consolidated. Requires the district to accept and review any submitted alternative proposals and hold at least one public hearing on these proposals in the affected community.
Provides for the ratification of the proposed equal rights amendment to the United States Constitution.
Amends the Illinois Optometric Practice Act of 1987. Requires all applicants for license renewal after January 1, 2030 (rather than January 1, 2006) to apply for and maintain certification to use therapeutic ocular pharmaceutical agents. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Exempts from the extension limitation those extensions made for contributions to the police pension fund, the firefighter's pension fund, the policemen's annuity and benefit fund, and the firemen's annuity and benefit fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Mortgage Act. Removes references to the Mortgage Certificate of Release Act. Repeals the Mortgage Certificate of Release Act. Effective immediately.
Creates the Loan Assumption for Teachers Act. Provides that a person who is enrolled in a postsecondary education institution is eligible to enter into an agreement for loan assumption upon becoming employed as a teacher if he or she is judged to have outstanding ability and agrees to teach full time in a public school in this State for at least 4 consecutive school years after obtaining a teaching certificate (i) in a subject area that is designated as a current or projected shortage area by the State Superintendent of Education or (ii) at a school that at the time that the teacher is hired serves a large population of pupils from low-income families or is a low-performing school. Effective immediately.
Amends the School Code. In calculating supplemental general State aid, provides that, for the 2003-2004 school year and each school year thereafter, "Low-Income Concentration Level" is the low-income eligible pupil count from the most recently available federal census or the low-income eligible pupil count determined by the Department of Human Services based on those students who are eligible for food stamps or Medicaid, whichever pupil count is greater, divided by the Average Daily Attendance of the school district. Effective July 1, 2003.
Designates the administrative pavilion at the John J. Madden Mental Health Center in Chicago as the Patricia Thompson Madden Administrative Pavilion.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to prohibit insurers from denying or canceling coverage solely because the insured or proposed insured is a breast cancer survivor or has a family history of breast cancer, or both. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
