Amends the Illinois Public Aid Code. Provides that the State or federal minimum wage, whichever is higher, shall be used to calculate the number of hours of participation required in any work activity, the wage subsidy paid to any employer who hires a recipient of public assistance, and the wage paid to the recipient of public assistance. Effective immediately.

Amends the School Code. In a Section concerning reimbursement for special education classes for children from orphanages, foster family homes, children's homes, or State housing units, provides that if a child who was eligible to receive services under that Section is adopted and that child continues to receive support services from the Department of Children and Family Services, then the child shall continue to be eligible to receive services under that Section. Effective July 1, 2003.

Amends the Savings Bank Act. Makes a technical change in a Section concerning rules and regulations of the Commissioner of Banks and Real Estate.

Amends the Illinois Financial Services Development Act. Adds a caption to the short title Section and makes technical changes.

Amends the Financial Institutions Code. Adds a caption and makes technical changes in relation to the short title of the Act.

Amends the Office of Banks and Real Estate Act, the Illinois Banking Act, the Illinois Bank Holding Company Act of 1957, the Pawnbroker Regulation Act, and the Corporate Fiduciary Act. Expands the power of the Commissioner of Banks and Real Estate to deter certain practices of financial institutions, make available to the public any formal enforcement action as defined, and impose other disciplinary actions. Redefines the general corporate powers of banks organized under this Act or subject to this Act to own, possess, and carry as assets stock of one or more corporations. Creates provisions concerning approval of directors and senior executive officers. Provides that no pawnshop shall employ an individual who has been convicted of certain crimes, as defined, without the prior written approval of the Commissioner of Banks and Real Estate. Creates provisions concerning the operation of pawnshops after license revocation, suspension, or denial. Increases certain penalties and fines. Makes other changes. Effective immediately.

Amends the Chicago School District Article of the School Code. Makes a technical change in a provision concerning the removal of a principal.

Creates the Physical Fitness Facility Medical Emergency Preparedness Act. Requires various physical fitness facilities, including (i) facilities owned or operated by a unit of local government or by a school, college, or university, (ii) golf courses, and (iii) health or fitness clubs, to develop and implement a plan for responding to medical emergencies and to file a copy of the plan with the Department of Public Health. Requires each such facility to have on its premises at least one automated external defibrillator (AED) and a trained AED user. Authorizes the Department of Public Health to inspect physical fitness facilities to investigate complaints and to ensure compliance with the Act. Authorizes the Department to impose monetary penalties for violations of the Act. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to provide a tax exemption for private physical fitness facilities in connection with the purchase of AEDs.

Amends the Illinois Banking Act. Makes a technical change in a Section concerning deposits in an outside depository.

Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.
