Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.

Amends the Energy Efficient Building Act. Makes a technical change in a Section concerning the short title.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that certain electric vehicles are exempt from taxation under the Acts. Effective July 1, 2011.
Appropriates $1,600,000 from the General Revenue Fund to the Department of Public Health for grants to the Metropolitan Chicago Hospital Council for support of the Illinois Poison Center. Effective July 1, 2011.
Directs the Illinois Health Benefits Exchange Legislative Study Committee established by Public Act 97-0142 to study the utilization of a health benefits exchange in order to provide retiree health benefits for Medicare eligible former State employees.
Creates the Handgun Dealer Licensing Act. Provides for the regulation of handgun dealers through licensure by the Department of State Police. Provides that no person may sell or otherwise transfer, expose for sale or transfer, or have in his or her possession with the intent to sell or transfer any concealable firearm without being licensed under the Act. Provides, however, that the prohibition does not apply to a person who makes occasional sales, exchanges, or purchases of concealable firearms for the enhancement of a personal collection or as a hobby, or who sells all or part of his or her personal collection of firearms. Sets forth provisions concerning application, fees, duration of licensure, license retention requirements, submissions to the Department, penalties, revocation, and suspension. Grants rulemaking authority to the Department and provides that for the purpose of determining compliance with the Act, the Act may be enforced by any municipality in which a licensee is located or, if a licensee is not located in a municipality, by the county in which a licensee is located. Effective immediately.

Amends the Public Utilities Act. Provides that beginning in 2013, the Office of Retail Market Development shall review the practices of door-to-door sales within both the electric and natural gas market, gather input from all interested parties and present to the Illinois Commerce Commission, the General Assembly, and the Governor a plan to identify problems in door-to-door sales and recommend any possible solutions or improvements. Effective immediately.
