Amends the Unified Code of Corrections. Makes a technical change in a Section concerning rules and regulations for early release on account of good conduct of persons committed to the Department of Corrections.

Amends the Environmental Protection Act. Makes the prohibition on the use of clean construction or demolition debris as fill material in a current or former quarry, mine, or other excavation without the authorization of the Environmental Protection Agency inapplicable to a site that is located in a county with a population of not less than 600,000 nor more than 700,000 on April 1, 2010, was permitted by the Agency as a clean construction or demolition debris fill operation before July 1, 2008, and is the subject of a consent decree. Specifies that the use of clean construction or demolition debris as fill material at such a site may continue under a permit issued before July 1, 2008 and in accordance with the law as it existed on July 1, 2008. Requires permit renewals for such sites to be made in accordance with the law as it existed on July 1, 2008. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State universities.
Amends the State Comptroller Act. Authorizes the State Comptroller to create, administer, manage, and operate a supplemental employee deferral plan to supplement and enhance the retirement income of employees of public school districts and community colleges. Sets forth the requirements for a supplemental employee deferral plan.
Amends the Secured Transactions Article of the Uniform Commercial Code. Provides that a person may not cause to be presented for filing a financing statement or amendment that the person knows or reasonably should know: is not related to a valid lien, a valid security agreement, or a judgment of a court of competent jurisdiction; is for an improper purpose or purposes, such as to harass, hinder, defraud, or otherwise interfere with any person; or contains materially false or misleading information. Imposes criminal penalties for violations and civil liability to injured persons. Requires the Secretary of State to make available a form affidavit to provide notice of a fraudulent financing statement or amendment. Contains provisions regarding: filing a fraudulent filing affidavit; additional documentation supporting a filing; review of documentation; termination of a financing statement or amendment; fees; notice; reinstatement; liability; effectiveness; and other matters. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning a person's accountability for another person's conduct.
Amend the Illinois Vehicle Code. Makes a technical change in a Section concerning registration.
Amends the Code of Civil Procedure. Provides for a declaratory judgment in an action concerning defamation, slander, or libel. Makes findings concerning defamation, slander, and libel. Defines: "mass media" to include newspapers and periodicals and radio, television, satellite, and Internet broadcast media; and "person" to mean a natural person. Provides that a person alleging defamation may bring a declaratory judgment action by showing that: the defendant's statement damaged the plaintiff's reputation, was published, and was false. Provides that in these actions: (i) the court must find a compelling need for any discovery; and (ii) the plaintiff must prove his or her case by clear and convincing evidence. Provides that no damages may be awarded to a plaintiff. Provides that a plaintiff who prevails shall be awarded attorney's fees, not to exceed $10,000, but only after the court considers: plaintiff's endeavors to obtain a retraction; the information supplied by the plaintiff to the defendant; defendant's timely steps to provide a retraction; plaintiff's reasonable belief that the statement damaged his or her reputation; and the complexity of the litigation. Provides that if the defendant prevails and the court finds that it was a frivolous action, the defendant is entitled to recover reasonable attorney's fees in an amount not to exceed $10,000. Bars any other action based on the same allegations. Sets a one-year statute of limitations. Makes other changes. Amends the Citizen Participation Act. Provides that although the Act applies to a motion to dispose of a claim on the grounds that the claim is based on a party's First Amendment rights, the Act does not apply to a declaratory judgment action for defamation, slander, or libel. Provides that if a party files a motion to dispose of a claim on the grounds that the claim is based on a party's First Amendment rights and in response a declaratory judgment action concerning defamation, slander, or libel is filed, there must be a dismissal of that party's action brought under the Act. Makes other changes. Effective immediately.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to file in the appropriate circuit court a petition requesting the appointment of the Office of State Guardian as guardian of any person with an intellectual or developmental disability who has reached the age of 21 and is receiving child residential services in a facility licensed by the Department. Provides that, if appointed by the court, the State Guardian shall serve as guardian of the person from the date upon which the person reaches the age of 21 until the day before his or her 22nd birthday. Requires the Department to file its petition in a timely manner to ensure that guardianship, if granted by the court, commences on the date of the affected person's 21st birthday. Effective immediately.
Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning the State Board of Pharmacy.
