Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Election Code. Requires the State Board of Elections to establish and maintain a system for online voter registration, which will allow applicants to register to vote and to change their existing registration.
Amends the Cable and Video Competition Law of 2007 in the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Article.
Amends the Public-Private Partnerships for Transportation Act. Makes a technical change in a Section concerning the short title.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in Section on time period for preliminary hearing or indictment of persons charged with felonies.

Amends the State Finance Act. Adds the Poison Response Fund. Amends the Wireless Emergency Telephone Safety Act. Provides that human poison control centers constitute an enhancement to 9-1-1 services pursuant to federal law. Provides that for surcharges collected and remitted on or after July 1, 2014, $0.1275 per surcharge collected shall be deposited into the Wireless Carrier Reimbursement Fund, $0.5825 per surcharge collected shall be deposited into the Wireless Service Emergency Fund, $0.02 per surcharge shall be deposited in the Poison Response Fund, and $0.01 per surcharge collected may be disbursed to the Illinois Commerce Commission for administrative costs. Requires the Auditor General to conduct an annual audit of the Poison Response Fund. Permits the Commission to require an annual report of income and expenditures from each human poison control center. Extends the date of repeal of the Act to July 1, 2018 (currently July 1, 2013). Creates the Poison Response Fund. Amends the Public Utilities Act. Extends the repeal of certain Sections relating to 9-1-1 system providers until July 1, 2016 (currently July 1, 2015). Effective immediately.
Amends the Public Utilities Act. Provides that energy efficiency and demand-response measures do not apply to self-directed customers. Provides that a self-directed customer is a customer of an electric utility whose total highest 30 minute demand aggregated for all of that customer's facilities within a utility service area was more than 10,000 kilowatts or whose annual aggregated usage is 500,000,000 kilowatt hours or more in this State and who complies with certain provisions. Provides that the criteria for determining qualification as a self-directing customer shall be based on the most recent 12 consecutive billing periods prior to the customer's initial application for designation as a self-directing customer. Provides that the provisions regarding self-directed customers will no longer be applicable after January 1, 2021.
Appropriates $1,331,100 from the General Revenue Fund to the Department of Public Health for grants to the Illinois Poison Center. Effective July 1, 2014.
