Amends the Elmwood Park Grade Separation Authority Act. Provides that the Northeast Illinois Regional Commuter Railroad Corporation (currently, the Canadian Pacific Railway Company) shall own and maintain the railway along the grade separation structure. Makes changes concerning the composition of the board. Eliminates provisions requiring the Canadian Pacific Railway to contribute toward certain costs. Defines a required term. Effective immediately.
Amends the Beer Industry Fair Dealing Act. Provides that a brewer that cancels or terminates an agreement may not fail to fill an order for beer requested by the wholesaler until reasonable compensation is accepted by the affected wholesaler.

Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Motor Fuel Tax Law. Provides that the tax imposed on the privilege of operating motor vehicles that use liquefied natural gas is 21.5 cents per gallon. Provides that, in the case of liquefied natural gas, "gallon" means a diesel gallon equivalent. Contains definitions. Amends the Weights and Measures Act. Provides that liquefied natural gas used as motor fuel shall be sold in diesel gallon equivalents, and compressed natural gas shall be sold in either gasoline gallon equivalents or diesel gallon equivalents.
Amends the State Comptroller Act. Adds a provision allowing the Comptroller to establish and conduct a training and certification program for Tax Increment Finance administrators. Sets forth requirements of the program. Amends the Property Tax Code. Requires the name and identification number of a redevelopment project area where the property is located and a State Internet website address with information on tax increment financing to be printed on specified bills. Amends the Illinois Municipal Code. Provides that on and after January 1, 2014, the State Comptroller must post on its website specified information. Sets forth the requirements for the posting, daily charges for delinquent reports, times for filing reports, and extensions. Amends the Industrial Jobs Recovery Law of the Illinois Municipal Code. Provides that a municipality must electronically submit financial statements for each redevelopment project area. Further provides that, for each redevelopment project area, municipalities must also submit a list of all intergovernmental agreements in effect and an accounting of any moneys transferred or received by the municipality during that fiscal year pursuant to those intergovernmental agreements. Makes other changes. Effective January 1, 2014.
Amends the Illinois Insurance Code. Sets forth the General Assembly's findings and declarations concerning telehealth. Sets forth provisions concerning definitions and applicability. Provides that an entity subject to the provision concerning telehealth (1) shall provide coverage under a health insurance policy or contract for health care services appropriately delivered through telehealth, (2) may not exclude from coverage a health care service solely because it is provided through telehealth and is not provided through an in-person consultation or contact between a health care provider and a patient, and (3) shall not require that in-person contact occur between a health care provider and a patient before payment is made for the covered services appropriately provided through telehealth. Sets forth provisions concerning reimbursement, teleophthalmology, the requirements for telehealth and telepsychiatry services, and medical records documenting the telehealth services.

Amends the Illinois Pesticide Act. Provides that the regulation of pesticides by any political subdivision of this State, including home rule units, is specifically prohibited except for counties with a population over 2,000,000 and municipalities entirely within Cook County with a population over 50,000.
