Amends the Illinois Power Agency Act. Requires the Planning and Procurement Bureau to establish a long-term renewable resources procurement plan that includes all renewable energy credits necessary to meet specified goals (replacing the current renewable portfolio standards). Sets forth guidelines for what shall be included in the procurement plan. Makes changes to provisions concerning definitions, the powers of the Agency, the Illinois Power Agency Renewable Energy Resources Fund, and the duties of the Planning and Procurement Bureau. Amends the Public Utilities Act. Makes changes concerning nondiscrimination, energy efficiency and demand-response measures, natural gas efficiency programs, real-time pricing, infrastructure investment and modernization, the Illinois Smart Grid test bed, and on-bill financing programs for electric and gas utilities. Adds provisions related to renewable energy credit procurement. Amends the Environmental Protection Act. Provides that upon promulgation by the U.S. Environmental Protection Agency of a final rule regulating carbon dioxide emissions from existing electric generating units, the Illinois Environmental Protection Agency shall be authorized to implement a cap and invest program or similar market mechanism to regulate carbon dioxide emissions. Makes other changes. Effective immediately.

Amends the Illinois AgrAbility Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois School Student Records Act. Makes a technical change in a Section concerning disclosure of school student records.
Amends the Firearm Concealed Carry Act. Provides that the trier of fact may infer that a licensee knowingly carried a firearm on or into a building, premises, or real property specified in the Act as a prohibited area, if the licensee has completed the firearm training as prescribed in the Act.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that in addition to other fees accompanying court supervision for a violation of the Code, a person shall also pay an additional fee of $7.50 (rather than $6), if not waived by the court. Provides that if the $7.50 fee is collected, then $6.50 (rather than $5.50) shall be deposited into the Circuit Court Clerk Operation and Administrative Fund; 50 cents shall be deposited into the Prisoner Review Board Vehicle and Equipment Fund; and 50 cents shall be deposited into the State's Attorneys Appellate Prosecutor Vehicle and Equipment Fund. Provides that the State's Attorneys Appellate Prosecutor shall use all moneys in the State's Attorneys Appellate Prosecutor Vehicle and Equipment Fund for the purchase and operation of vehicles and equipment. Amends the State Finance Act to create the State's Attorneys Appellate Prosecutor Vehicle and Equipment Fund as a special fund in the State treasury. Amends the Clerks of Courts Act and the Unified Code of Corrections to make conforming changes.
Amends the Unified Code of Corrections. Provides that a person who was under 18 years of age at the time of an offense, may, after serving 15 years of his or her sentence of either a term of natural life imprisonment or a term or cumulative term of 40 years or more of imprisonment, submit a petition for sentencing review in the circuit court of the county in which he or she was originally sentenced. Establishes procedures for sentencing review. Provides that following the sentencing review hearing, the court may affirm or reduce the petitioner's sentence. Provides that any offender who has petitioned the circuit court for sentencing review shall not be eligible to submit a second petition until at least 10 years have elapsed since the date on which the circuit court ruled upon the initial petition. Provides that the circuit court shall have discretion at the time of making its ruling to extend the period for filing the second petition up to an additional 10 years if the circuit court finds there to be no reasonable likelihood that the interests of justice will require another petition for sentencing review within 10 years.
