Amends the Lake Michigan Wind Energy Act. Makes a technical change in a Section concerning the short title.
Amends the Elmwood Park Grade Separation Authority Act. Provides that the Northeast Illinois Regional Commuter Railroad Corporation (currently, the Canadian Pacific Railway Company) shall own and maintain the railway along the grade separation structure. Makes changes concerning the composition of the board. Eliminates provisions requiring the Canadian Pacific Railway to contribute toward certain costs. Defines a required term. Effective immediately.
Amends the Illinois Vehicle Code. Gives code enforcement officials employed by units of local government the power to enforce a provision relating to the display of company insignia on construction vehicles while the vehicle is being used on a worksite located within the boundaries of the local jurisdiction. Provides that if an alleged violation of provisions relating to the display of company insignia has been corrected prior to or on the date of a hearing scheduled to adjudicate the alleged violation, the code enforcement official shall dismiss the violation. Defines "code enforcement official". Effective immediately.
Mourns the death of Jarvis Burdette Cecil.
Amends the Code of Civil Procedure. Makes a technical change in a Section regarding the short title of the Article concerning mortgage foreclosures.
Mourns the death of Edward Vincent of Oak Park.
Amends the Municipal Code. Makes a technical change in a Section concerning voluntary agreements with property owners regarding contractual assessments.
Amends the Criminal Code of 2012. Provides that any person who assumes the responsibility of managing the financial affairs of an elderly person who is a resident of a facility licensed under the Nursing Home Care Act or person with a disability who is a resident of a facility licensed under the Nursing Home Care Act commits financial exploitation of an elderly person or person with a disability if that person misappropriates the funds of the elderly person or person with a disability and fails to pay for the facility care of the elderly person or person with a disability. Provides that evidence of misappropriating funds and failure to pay for the care of an elderly or disabled person may include proof that the facility has sent to the person who has assumed responsibility of managing the financial affairs of an elderly person or person with a disability, by certified mail with confirmation receipt requested, notification of failure to pay facility care expenses incurred by the elderly person or person with a disability.
Amends the School Code. Provides that in a provision concerning funding for children requiring special education services nothing shall be construed within that provision so as to eliminate funding for school districts for payments for special education.
