Amends the County Jail Act. Provides that the sheriff of each county shall adopt a written policy concerning telephone usage by prisoners at the county jail. Provides that the policy may limit or suspend prisoner telephone calling privileges for the protection of the public or for the safety, security, and order of a facility, staff, or prisoners and may provide for blocking access to a phone number of a victim or witness that is set forth in the arrest warrant or charging documents. Provides that the written policy shall be posted beside each telephone in the jail and a copy shall be given to each prisoner. Provides that the policy shall prohibit a prisoner who is charged with offenses involving a victim or victims who are under the age of 18 from using the telephone other than to contact his or her attorney following guidelines that are in the written policy. Provides that the policy shall set forth penalties to be assessed against a prisoner who violates the policy.

Amends the General Assembly Article of the Illinois Pension Code. Specifies that provisions relating to the calculation of creditable service (i) for a fraction of a month, (ii) for a term of service that is not completed because of death, resignation, judicial decision, or operation of law, or (iii) for a participant appointed or elected to fill a vacancy do not apply to any individual who first becomes a participant on or after the effective date of the amendatory Act.
Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 12, 2011, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For fiscal year 2012 and each fiscal year thereafter, prohibits a cost of living adjustment for General Assembly members. Effective immediately.
Amends the Cannabis Control Act. Provides for enhanced penalties for the unlawful delivery of cannabis in a public park, on the real property comprising a public park, or on a public way within 1,000 feet of the real property comprising a public park.
Amends the Illinois Procurement Code. Provides that the Code shall not apply to procurements made by or on behalf of the Illinois Mathematics and Science Academy for certain items. Provides that the Chief Procurement Officer may waive registration, certification, and hearing requirements of the Code for certain items procured by the Illinois Mathematics and Science Academy if compliance is impractical. Provides that the Chief Procurement Officer, with the approval of the Executive Ethics Commission, may permit the Illinois Mathematics and Science Academy to accept a bid or enter into a contract with a business that assisted the Illinois Mathematics and Science Academy in determining whether there is a need for a contract or assisted in reviewing, drafting, or preparing documents related to a bid or contract. Provides that the definition of "Chief Procurement Officer" includes the chief procurement officer for all procurements made by a public institution of higher education, including procurements made by the Illinois Mathematics and Science Academy (now, just for all procurements made by a public institution of higher education). Effective immediately.
Amends the General Assembly Compensation Act. Provides that, during the first 6 months of the fiscal year beginning July 1, 2012, every member of the 97th General Assembly is mandatorily required to forfeit one day of compensation. Provides that, during the second 6 months of the fiscal year beginning July 1, 2012, every member of the 98th General Assembly is mandatorily required to forfeit one day of compensation. Requires the State Comptroller to make the necessary deductions from the annual salary of each member of the General Assembly. Specifies that annual compensation includes compensation paid to each member by the State for one year of service, except any payments made for mileage and allowances for travel and meals. Effective immediately.

Amends the Non-Support Punishment Act. Makes a technical change in a Section concerning the Act's short title.
Creates the Adopt-A-Park Act. Establishes a program that allows private citizens to support municipal, township, county, and State anti-litter efforts by allowing groups to adopt a park or a section of a park for the purpose of litter collection. Creates provisions concerning definitions; participation in Adopt-A-Park program; agreements to Adopt-A-Park; responsibilities of the group; responsibilities of the sponsoring jurisdiction; signs identifying sections or parks adopted by a group; safety training for groups; other conditions a sponsoring jurisdiction may implement; and additional penalties for violating the Litter Control Act. Effective July 1, 2012.
Amends the Environmental Protection Act. Limits the authority of the Illinois Pollution Control Board to prescribe ambient air quality standards for criteria air pollutants, such as Nitrogen Dioxide, if those standards are more exacting than the National Ambient Air Quality Standards set by the Administrator of the United States Environmental Protection Agency. Effective immediately.
