Amends the Public Utilities Act. Provides that water or sewer service may be discontinued only on a day followed by a business day. Effective immediately.
Amends the School Code. In the Teacher Certification Article, provides that a person who holds an active license issued by the State as a marriage and family therapist shall be deemed to have satisfied the continuing professional development requirements to renew a school service personnel certificate. In the Educator Licensure Article, includes marriage and family therapist as a school support personnel endorsement area that may be affixed to a Professional Educator License. Effective immediately.
Amends the Counties Code. Requires the annual budget to contain a detailed statement showing any bonuses or increase in any salary, wage, stipend, or other form of compensation for every agency, department, or any other entity receiving an appropriation from the county. Effective immediately.
Amends the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Income Withholding for Support Act. Provides that an organization licensee under the Illinois Horse Racing Act of 1975 shall withhold moneys from winning wagers and winnings from wagers placed upon races conducted by that organization licensee as provided in the Income Withholding for Support Act; imposes a similar duty on a licensed owner under the Riverboat Gambling Act with respect to winnings on games. Provides that if a licensed owner fails to withhold, from winnings otherwise payable to an individual, an amount representing delinquent child support as required under the Income Withholding for Support Act, the owner's license is not renewable upon its expiration, but the owner must instead apply for a new license. Provides that the Department of Healthcare and Family Services shall provide to each organization licensee under the Illinois Horse Racing Act of 1975 and each licensed owner under the Riverboat Gambling Act information concerning all individuals who are identified in the State Case Registry of child support orders and who have been determined to be delinquent in child support. Provides for: the obligations of an organization licensee or licensed owner; notice to the obligor; priority of claims; administrative appeals; enforcement; and immunity.
Amends the School Code. Makes a technical change in a Section concerning special charter districts.
Mourns the death of John Henry Duffin of Ottawa.
Amends the Code of Civil Procedure. In provisions that limit an action against an attorney for malpractice to no later than 6 years after the date on which the attorney's act or omission occurred adds this exception: if the client is still represented by the attorney or the attorney knowingly conceals the act or omission, the period of limitations shall not begin to run until the person is no longer represented by the attorney or until the client should have known of the injury.
Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Repeals the manufacturer's purchase credit on December 31, 2012. Creates an exemption beginning on January 1, 2013 for tangible personal property that is incorporated into real estate within a manufacturing or graphic arts facility and used or consumed for research and development or used or consumed in activities including preproduction material handling, quality control, inventory control, storage, staging, and packaging for shipping and transportation purposes. Effective immediately.
Amends the State Finance Act. Requires PAYGO budgeting. Provides that if a Public Act requires additional spending from State funds, then no appropriation for the additional spending required by the Public Act may be obligated or expended unless the Commission on Government Forecasting and Accountability certifies to the State Comptroller that the same or another Public Act specifically identifies adequate decreases in expenditures or enhancements in revenues to completely offset the additional spending required by the Public Act. Effective immediately.
