TANNING FACILITY-CHILD SUPPORT

Amends the Tanning Facility Permit Act. Provides that the Department of Public Health may deny a permit under the Act, or refuse to renew a permit, in the case of an owner or operator who is certified by the Department of Healthcare and Family Services as being more than 30 days delinquent in complying with a child support order or who is certified by a court as being in violation of the Non-Support Punishment Act for more than 60 days.

UTILITIES-EXPEDITED PROCEDURES

Amends the Public Utilities Act. Provides that a public utility may apply for expedited review for a certificate of public convenience and necessity for the construction of any new high voltage service line that does not exceed 25 miles in length across privately owned real estate (instead of any new high voltage electric service line). Provides that privately owned real estate does not include a right-of-way owned in fee simple, subject to an easement, or controlled by a public utility. Provides that the changes shall apply to applications filed on or after this amendatory Act's effective date. Provides that if a public utility seeks to exercise its eminent domain powers after the Commerce Commission has issued an order regarding a certificate of public convenience and necessity, then the Commission must issue its order regarding eminent domain within 365 days (instead of 45 days) after the public utility files its petition. Effective immediately.

UNION PENSION NOTIFICATION

Amends the Illinois Public Labor Relations Act. Requires the Illinois Labor Relations Board to notify employees covered under the Act when a bill or amendment that underfunds or misses a pension payment is introduced or filed and does not comply with the payment plan under current law. Provides that this notification must be sent by e-mail to employees covered under the Act within 5 days of the introduction or filing of the bill or amendment. Provides that the notification shall include information regarding who filed witness slips in favor of, in opposition to, or neutral towards the bill or amendment. Requires the Illinois Public Labor Relations Board to post data on its Internet website regarding current, past, and future pension funding, as well as other related pension data, using reports provided by the Commission on Government Forecasting and Accountability. Adds corresponding provisions in the Illinois Educational Labor Relations Act. Effective immediately.

SCH CD-SUBMIT SCH FLOOR PLANS

Amends the School Safety Drill Act. With respect to the report produced after the annual review required to be conducted by a public school district, requires the report to report any renovation or addition to a school building or a change in the floor plan, any emergency and crisis response plan, or any evacuation plan of a school building and acknowledge that there has been submission of a change in floor plans, an emergency and crisis response plan, or an evacuation plan to the local fire department, the local law enforcement agency, or other emergency responders. Provides that, within 30 days after completion of any renovation or addition to a school building or a change in the floor plan, an emergency and crisis response plan, or an evacuation plan of a school building that modifies a previously approved emergency crisis response plan at least 60 days prior to the annual review meeting required to be conducted by a public school district, the school board or its designee shall contact the local fire department, the local law enforcement agency, and other emergency responders to set up a meeting to review any changes in procedures and protocols affected by building modifications as a result of renovations, additions, or changes in floor plans, an emergency and crisis response plan, or an evacuation plan. Effective immediately.

CON AMEND-ABOLISH LT GOVERNOR

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
