Amends the Illinois Controlled Substances Act. Makes a technical change in a Section concerning the short title.

Amends the Firearm Concealed Carry Act. Provides that the prohibition on carrying a concealed firearm into a courthouse does not apply to a licensee who is a circuit or associate judge, State's Attorney, or Assistant State's Attorney, with the consent of the State's Attorney, provided that the judge, State's Attorney, or Assistant State's Attorney does not carry a concealed firearm at any time while in a courtroom. Provides that the firearm, when it is not carried on the person of the judge, State's Attorney, or Assistant State's Attorney, shall be stored in a secure area in a locked compartment designated by the sheriff, or if in a building only under the control of the court in a locked compartment designated by the chief judge or resident judge.

Amends the Child Care Act of 1969. Makes a technical change in a Section concerning the short title.

Amends the Public Utilities Act. Provides that public utilities shall file all utility extension advance deposit agreements with the Illinois Commerce Commission. Effective immediately.

Amends the Public Utilities Act. Provides that an electric utility serving more than 1,000,000 customers shall make available at no cost to an alternative retail electric supplier a list of customer names and addresses of residential and small commercial customers who have not been declared competitive for the purpose of marketing alternative retail electric supply service. Provides that the Illinois Commerce Commission may allow additional information on the lists if it finds the information necessary to allow innovative product offerings. Provides that customers shall have the right to remove their information from the marketing list at least annually. Effective immediately.

Amends the Public Utilities Act. Makes a technical change in the short title Section.

Amends the Environmental Protection Act. Provides that in counties with a population of more than 100,000 and less than 150,000, an owner or operator of a solid waste disposal site, clean construction or demolition debris fill operation, waste transfer station, recycling center, or other similar landfill site shall conduct and pay for semiannual water well testing for private well owners in a 5-mile radius around the site. Effective immediately.

Amends the Illinois Municipal Code. Provides that before a municipality uses territory annexed for sand, rock, or gravel mining operations, the municipality must have approval of all township boards of trustees, by a majority vote of each board, whose township has jurisdiction over all or part of a highway or road within 20 miles of the annexed territory. Effective immediately.

Amends the Illinois Procurement Code. Re-enacts a provision concerning the applicability of the Code to public institutions of higher education and makes changes to those provisions. Sets forth provisions concerning multi-step sealed bidding, competitive sealed proposals, and small purchases. Removes the position of chief procurement officer for the Capital Development Board and transfers the responsibilities of that position to the chief procurement officer responsible for the Department of Transportation. Sets forth provisions concerning best value procurement and provisions with respect to a bidder or offeror's noncompliance with the registration requirements as of the date bids or proposals are due. Removes provisions with respect to the competitive request for proposal process and provisions concerning procurement compliance monitors. Increases the sales threshold for small businesses selling services from $8,000,000 to $15,000,000 and provides that a business shall not be considered a small business if it has more than 100 employees. Provides that communications between vendors and State agencies are governed by applicable provisions of the Federal Acquisition Regulation and that communications that violate the federal regulations are reportable to the responsible chief procurement officer. Makes other changes. Amends the State Officials and Employees Ethics Act and the Small Business Contract Act to make conforming changes. Amends the Governmental Joint Purchasing Act. Provides that each chief procurement officer may authorize the purchase or lease of personal property, supplies, and services which have been procured through a competitive process by a federal agency or other entities. Effective immediately.

Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.
