EFFICIENCY STANDARDS ACT

Creates the Minimum Energy Efficiency Standards Act. Provides minimum efficiency standards for certain new products sold or installed in this State. Requires manufacturers to test their products and certify the results to IEPA. Requires manufacturers to identify conforming products by means of a mark, label, or tag. Effective immediately.

TELECOM-REPEAL EXTENDED

Amends the Public Utilities Act. Extends the repeal of the Telecommunications Article of the Act from July 1, 2005 to December 31, 2005. Effective immediately.

FINANCE-CLEAN WATER BONDS

Creates the Clean Water Bond Act. Provides that, of the proceeds of the bonds issued under the General Obligation Bond Act for the purposes of the Clean Water Bond Act, $35,000,000 shall be deposited into the Anti-Pollution Fund and, subject to appropriation, shall be transferred to the Clean Water Trust Fund and, subject to appropriation, be used by the Office of the Lieutenant Governor to fund the making of loans or grants to local government entities and not-for-profit organizations for projects concerning clean water. Amends the General Obligation Bond Act. Increases the amount of the authorization of State bonds from $27,658,149,369 to $27,693,149,369. Provides that the amount of $35,000,000 is authorized for use by the Office of the Lieutenant Governor for the purposes of the Clean Water Bond Act. Effective immediately.

CREMATORY REG-LOCAL ZONING

Amends the Crematory Regulation Act. Provides that a crematory may be constructed at any location consistent with local zoning regulations (instead of on or adjacent to any cemetery, on or adjacent to any funeral establishment, or at any other location consistent with local zoning regulations).
