Amends the Energy Policy and Planning Act. Gives authority to the Illinois Commerce Commission (rather than the Department of Natural Resources) to prepare energy contingency plans and analyze, prepare, and recommend a comprehensive energy plan for the State.

Amends the General Obligation Bond Act to increase bonding authorization for School Construction Bonds. Amends the School Construction Law. Makes changes concerning the authority of the Capital Development Board; alternative delivery methods, including district facilities plans; categorization of projects; and intergovernmental agreements. Amends other Acts relating to the Board's authority. Makes other changes. Effective on July 1, 2004.
Appropriates $2 from the General Revenue Fund to the Department of Military Affairs for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the Public Utilities Act. Adds a caption to a Section concerning audits of public utilities.
Amends the Code of Civil Procedure. Provides quick-take authority to the Illinois Emergency Management Agency for a period of 24 months after the effective date of the amendatory Act for the listed purposes. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Includes Internet sales within the Act's provisions.
Creates the Minimum Energy Efficiency Standards Act. Provides that the Director of Commerce and Community Affairs shall adopt rules establishing minimum efficiency standards for certain products sold or installed in this State. Provides that the Director shall adopt procedures for testing the products, and that manufacturers shall identify each product offered for sale or installed in the State as in compliance by means of a mark, label, or tag. Effective immediately.
Amends the Juvenile Court Act of 1987. Provides that the time limits for commencing an adjudicatory hearing in abuse, neglect, or dependency cases may not be waived. Present law permits the time limits to be waived only by consent of all parties and approval by the court. Effective immediately.
