Amends the Motor Fuel Tax Law. Includes "cemeteries" within the definition of "road districts" for the purposes of allotments and distributions. Defines a "cemetery" as any publicly-owned land in this State dedicated to and used, or intended to be used, for the interment of human remains and that contains more than 5 miles of roadway.

Amends the Illinois Anatomical Gift Act. Provides that, on and after July 1, 2012, each resident of Illinois who is of sound mind and who has attained the age of 18 years is presumed, by operation of law, to have given all of his or her body for any organ donation purposes. Allows an individual to opt out of the presumed donation by executing an anatomical gift as otherwise provided in the Act or by filing with the Secretary of State an organ donor opt out document. An individual who has filed such a document shall be included in an Organ Donor Opt Out Registry maintained by the Secretary of State. Requires representatives of federally designated organ procurement agencies and tissue banks and the offices of Illinois county coroners and medical examiners to inquire of the Secretary of State whether a potential organ donor's name is included in the Organ Donor Opt Out Registry and, if not, whether the name is included on the First Person Consent organ and tissue donor registry. Allows an individual to withdraw his or her opt out by notifying the Secretary of State in writing. Provides that in the absence of gross negligence or willful misconduct, the Secretary of State and his or her employees are immune from any civil or criminal liability in connection with the Organ Donor Opt Out Registry.
Amends the Highway Advertising Control Act of 1971. Defines an "on-premise sign" as a sign that (i) advertises any activity that is conducted on the private property on which the sign is located or (ii) advertises any off-site activity directly related to any activity conducted on-site. Sets forth conditions for certain specific types of signs to be considered on-premise signs. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Increases the maximum speed limit outside an urban district and outside of the counties of Cook, DuPage, Kane, Lake, McHenry, and Will to 70 miles per hour (instead of 65 miles per hour) for vehicles of the second division weighing more than 8,000 pounds on specified types of highways.
Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the first Tuesday in February of even-numbered years to the first Tuesday in June of even-numbered years. Makes conforming changes with respect to (i) filing of declarations of judicial retention, (ii) filing of campaign finance reports, and (iii) printing and mailing of legislators' newsletters and brochures. Effective immediately.
Amends the Illinois Vehicle Code. Provides for the issuance of Multiple Sclerosis Assistance license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Multiple Sclerosis Assistance Fund, a special fund in the State treasury. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund.
Amends the Use Tax Act. Provides that "gasohol" means a motor fuel that is a denatured ethanol and gasoline blend that contains (i) no more than 1.25% water by weight and (ii) the maximum proportion of ethanol authorized by the United States Environmental Protection Agency under Section 211 of the Clean Air Act (rather than a motor fuel blend that contains 90% gasoline, 10% denatured ethanol, and no more than 1.25% water by weight).
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.
