HISTORIC PRESERVATION CREDIT

Creates the Historic Preservation Tax Credit Act. Provides for an income tax credit in an amount equal to 25% of qualified expenditures incurred by a qualified taxpayer for the restoration and preservation of a qualified historic structure. Provides that the credit may be carried forward for up to 10 years. Provides that the credit may be sold, assigned, conveyed, or transferred. Provides that the cumulative amount of credits awarded under the Act may not exceed $25,000,000 per year per county. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.

JUNE GENERAL PRIMARY

Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the first Tuesday in February of even-numbered years to the first Tuesday in June of even-numbered years. Makes conforming changes with respect to (i) filing of declarations of judicial retention, (ii) filing of campaign finance reports, and (iii) printing and mailing of legislators' newsletters and brochures. Effective immediately.

IDOT-ASPHALT OR CONCRETE

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Requires the Department to establish and publish scientifically-based criteria detailing under what circumstances concrete or asphalt is the preferred material for roadbuilding purposes. Effective immediately.

VEH CD-RETIRED AIR FORCE PLATE

Amends the Illinois Vehicle Code. Provides for the issuance of Retired Air Force license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $15 at original issuance and $2 for each renewal. Provides that the $15 issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund.

CHILD CUSTODY-JOINT PARENTING

Amends the Illinois Marriage and Dissolution of Marriage Act. Adds to existing requirements for a Joint Parenting Agreement that, in order to obtain court approval, the Agreement must, at a minimum, detail how the parents will share the daily tasks associated with the upbringing of the child; the time-sharing schedule arrangements that specify each parent's time with the child; who is responsible for health care, school-related matters, and other activities; and the methods and technologies that the parents will use to communicate with the child.
