Amends the Illinois Act on the Aging. Provides that beginning January 1, 2007, the Department shall pay an additional $1.33 per hour of chore/housekeeping and homemaker service performed by a chore/housekeeping and homemaker service provider vendor to all vendors who certify that they will offer health insurance to all qualifying employees, and their dependents. Requires the amount of funding, for years after 2007, to be adjusted by the amount of which the medical component of the Consumer Price Index exceeds such component for the previous calendar year. Defines a qualifying employee as an employee that provides over 100 hours of chore/housekeeping and homemaker services per month for 3 consecutive months. Requires that chore/housekeeping and homemaker service provider vendors must certify that 50% of their workforce is eligible for coverage as a qualifying employee. Provides that the Department must set minimum standards for a qualifying health plan by rule. Sets forth that provider vendors who fail to offer coverage to all qualifying employees shall be subject to penalties up to and including the requirement to return all moneys paid under this paragraph by the State as prescribed by Department rule.

Amends the Illinois Income tax Act. Creates a credit in an amount equal to the qualified costs of a loan issued to cover the on-going business expenses of a vendor or contractor where the State is late, by 90 days or more, in the payment of the vendor's or contractor's proper bill or invoice for goods or services furnished to the State. Requires the taxpayer to make an addition modification to their base income to add back the amount equal to any deduction taken on the taxpayer's federal income tax return for qualified costs of a slow-payment loan for which a credit is received. Effective immediately.
Amends the Radiation Protection Act of 1990. Eliminates fee provisions authorizing the Illinois Emergency Management Agency to assess fees for the inspection and testing of radiation installations and radiation sources. Effective immediately.
Amends the Regulatory Sunset Act. Changes the repeal date of the Pharmacy Practice Act of 1987 from January 1, 2008 to January 1, 2018. Effective immediately.
Amends the Prevailing Wage Act. Provides that the Act applies to any maintenance, repair, assembly, or disassembly work performed on equipment whether owned, leased, or rented. Effective immediately.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the Illinois Standardbred Breeders Fund.
Amends the Pyrotechnic Operator Licensing Act. Makes a technical change in a Section concerning rules.
Appropriates $750,000 from the General Revenue Fund to the Department of Natural Resources for the eradication of Asian Carp. Effective July 1, 2006.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.
Creates the Personal Information Protection Act. Requires each financial institution to provide an annual disclosure statement to all persons for which the financial institution maintains unencrypted personal information concerning measures the financial institution has taken to prevent (i) a breach of the security system and (ii) any unauthorized acquisition of computerized data that compromises the security, confidentiality, or integrity of personal information maintained by the financial institution. Requires each financial institution to maintain duplicate records of all computerized data at a back-up site located at least 90 miles from the primary site at which the data is stored. Provides that the effectiveness of the back-up site shall be tested annually and requires the results of that test to be included in the annual disclosure statement.
