Amends the Adoption Act. Provides that individual health information summaries concerning the child and each birth parent shall be filed within 14 days of the petition filing in all adoptions of unrelated minors. Provides that each preadoption investigation shall review the health summaries. Provides that health summaries shall be without any information identifying either birth parent and shall summarize significant medical, dental, and mental health information including diseases, disabilities, alcohol or drug abuse, hereditary conditions or diseases, and drugs or medications used by the birth mother during the child's pregnancy. Provides that adoptive parents or the adopted child when he or she is an adult may petition the court for the release of the summaries. Provides that no liability shall attach to anyone who provides information for a health summary or to the adoption registry (at present, liability protections only apply to the adoption registry). Provides that all information in health summaries is confidential and is not to be used as evidence in any other proceeding. Effective immediately.

Amends the Professional Boxing Act to provide for the regulation of martial art and mixed martial art matches and exhibitions. Requires a promoter to submit to the Department, after making initial application to conduct an event and within 10 days of a scheduled event, proof of insurance for not less than $50,000 (instead of $10,000) for each contestant participating in a contest or exhibition. Makes other changes. Repeals a Section concerning ultimate fighting exhibitions.
Amends the Property Tax Code. Deletes a provision that the county board may declare the office of county collector vacant if the county collector fails to account for and pay over taxes and provides that the office may be declared vacant by the circuit court of the judicial circuit in which the county seat is located and in which suit is brought on the collector's official bond. Effective immediately.
Amends the Illinois Act on the Aging. Provides that the program of services established by the Department for the purpose of preventing unnecessary institutionalization shall be known as the Community Care Program. Requires certain services to be included in the Program, and authorizes the Department to include other services. Provides that participants may choose among the preventative services provided. Provides that the Department shall report the number of participants in the Community Care Program who receive medical assistance. Provides that the Department shall ensure that all eligible participants receive the number of hours they need up to the monthly service cost maximum, that all services are available to Community Care Program participants on evenings and weekends, and that participants have the right to choose how the hours of service are designated. Provides that the Program shall include personal assistant services. Contains other provisions. Effective July 1, 2007.
Amends the Day and Temporary Labor Services Act. Provides that a day and temporary labor service agency or a third party client or a contractor or agent of either may charge a fee to transport a day or temporary laborer to or from a designated work site of up to 4% of the straight time daily wages earned for transportation to a work site and 4% of the straight time daily wages earned for transportation from the work site back to the agency's office. Provides that if a third party client's hours of work report that is given to a day and temporary labor service agency for a laborer includes payroll information covering more than one day in the work week, the day and temporary labor service agency may show on the paycheck stub or other approved form the combined number of hours worked for that client in the week rather than the hours worked each day. Provides that a deduction from a day or temporary laborer's wages for transportation is permitted even if the deduction causes the laborer's hourly wage to fall below the State or federal minimum wage if the day or temporary laborer provides a written authorization for the transportation deduction at the time the transportation service is provided.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the Act does not prohibit a tax credit award to an applicant that uses full-time employees from an employee-leasing company. Effective immediately.
Amends the School Code. Provides that a board of education may enter into a contract with a third party for non-instructional services currently performed by an employee or bargaining unit member or lay off those educational support personnel employees upon 90 (instead of 30) days written notice. Adds conditions on the entering of such a contract, including providing that: (1) a contract must not be entered into during the term of a collective bargaining agreement; (2) any third party that submits a bid to perform the services shall provide comparable liability insurance, a comparable benefits package, a list of the number of employees who will provide the services and the wages the third party will pay those employees, a minimum 3-year cost projection, and information about the criminal and disciplinary records of the employees; (3) a contract must not be entered into unless the school board provides a cost comparison; (4) a minimum of 2 public hearings to discuss the school board's proposal to contract with a third party must be held; (5) a contract shall contain provisions requiring the contractor to offer available employee positions pursuant to the contract to qualified school district employees whose employment is terminated because of the contract; and (6) a contract shall contain provisions requiring the contractor to comply with a policy of nondiscrimination and equal employment opportunity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Department of Human Services (Alcoholism and Substance Abuse) Law of the Civil Administrative Code of Illinois. Provides that any person who is required to submit to a drug test within the State must pay a $2 fee. Provides that the funds shall be deposited into a special fund in the State treasury and may be used to make grants to drug courts for certain specified purposes. Creates the position of Statewide Drug Court Coordinator within the Department of Human Services. Amends the State Finance Act to make conforming changes.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax exemptions for certain registered horses, or interests in horses, that are used for purposes of breeding or racing are exempt from the Acts' sunset provisions and the exemptions apply for all periods beginning May 30, 1995, but no claim for credit or refund is allowed for such taxes paid during the period beginning May 30, 2000 and ending on the effective date of this amendatory Act.
