Amends the Fish and Aquatic Life Code. Commencing with the 2012 license year, sets (i) the fishing license fee for resident veterans after returning from service abroad or mobilization by the President at one-half of the fishing license fee for residents and (ii) the sportsmen's combination license fee at one-half of the sportsmen's combination license fee for residents. Requires veterans to provide verification of their service. Authorizes the Department of Natural Resources to establish what constitutes suitable verification of service for the purpose of issuing these licenses to resident veterans at a reduced fee. Amends the Wildlife Code. Amends the Liquor Control Act of 1934. Provides that alcoholic liquors may be delivered to and sold at Memorial Hall, located at 211 North Main Street, Rockford. Effective immediately.
Amends the Petroleum Equipment Contractors Licensing Act. Defines "licensee". Deletes the requirement that each investigator shall have a minimum of 2 years of investigative experience out of the proceeding 5 years prior to being employed by the State Fire Marshal to enforce the Act. Deletes provisions requiring the Office of the State Fire Marshal to adopt rules regarding training required for personnel engaged in Underground Storage Tank activity regulated under the Act. Makes changes in provisions concerning applications and issuance and renewal of licenses. Makes other changes. Amends the Regulatory Sunset Act. Extends the repeal date for the Petroleum Equipment Contractors Licensing Act to January 1, 2022 from January 1, 2012. Effective immediately.
Creates the Veterans' Monument Protection Act. Prohibits any business or recyclable metal dealer, as defined in the Recyclable Metal Purchase Registration Law, to purchase, accept, or give anything of value in exchange for any metal taken from the grave marker of a veteran. Provides that a business or recyclable metal dealer who commits a violation of the Act is guilty of a business offense and shall be fined a maximum of $1,000 per grave marker. Provides that upon discovering that metal from the grave marker of a veteran is missing, a cemetery official shall notify the local law enforcement agency and, if possible, the family of the deceased veteran. Effective immediately.
Amends the Criminal Code of 1961 relating to the offense of disorderly conduct at a funeral or memorial service. Increases the time period for which the conduct at the funeral or memorial service is prohibited before and after the service from 30 minutes to 60 minutes and increases the distance from which the conduct is prohibited from 200 feet to 1,000 feet of any ingress or egress of the funeral site. Effective immediately.
Amends the Criminal Code of 1961. Provides that the assault or battery of a person known by the offender to be a process server in the performance of the delivery of court documents is enhanced to aggravated assault or aggravated battery. Provides that the penalty for aggravated assault of a process server under such circumstances is a Class 4 felony. Provides that the aggravated battery of a process server under such circumstances is a Class 3 felony.
Amends the Department of Veterans Affairs Act. Provides that the creation of the Division of Women Veterans Affairs within the Department of Veterans Affairs is subject to appropriations. Removes a provision requiring the Department to encourage the State to implement more programs to address the wide range of issues faced by Persian Gulf War Veterans. Removes references to the John Joseph Kelly Veteran's Home as an Illinois Veterans Home admitting disabled veterans requiring nursing home care. Provides that no later than July 1, 2012 the Veterans' Memorial Commission shall make recommendations to the Governor and the General Assembly on changes to the Illinois statutes to help ensure the long term maintenance and preservation of veterans' memorials. Changes the composition of the Commission by adding one member who represents the Illinois Historic Preservation Agency. Repeals provisions concerning the National World War II Memorial Fund; the World War II Illinois Veterans Memorial Fund; the capacity of the LaSalle Veterans Home; and the task force on Servicemember and Veterans Education.
Amends the Illinois Vehicle Code. Deletes language requiring the payment of certain fees, in addition to the to the applicable registration fee, for U.S. Marine Corps, Paratrooper, Korean Service, Iraq Campaign, Afghanistan Campaign, U.S. Navy, Distinguished Flying Cross, Operation Iraqi Freedom, and Women Veteran special license plates. Effective January 1, 2012.
Amends the Abandoned Newborn Infant Protection Act. Expands the definition of the term "police station" to include a campus police department located on any college or university owned or controlled by the State or any private college or private university that is not owned or controlled by the State.
Amends the Quad Cities Regional Economic Development Authority Act, approved September 22, 1987. Provides that the territory of the Quad Cities Regional Economic Development Authority shall also include Jo Daviess, Carroll, Whiteside, and Stephenson Counties. Provides for the appointment of additional members to the Board of the Authority. Provides that the additional members shall be appointed by the county board chairpersons of Jo Daviess, Carroll, Whiteside, and Stephenson Counties. Repeals the Quad Cities Regional Economic Development Authority Act, certified December 30, 1987. Effective immediately.
