Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.
Amends the Accident and Health Insurance Article of the Illinois Insurance Code. Provides that insurers may sell accident and health insurance coverage that does not include all coverages required under that Article. Requires insurers to provide notice to purchasers of the fact that not all required coverages are included in the policy. Effective immediately.
Amends the Public Utilities Act. Makes a technical change regarding the Commerce Commission.
Amends the School Code. Allows a school board to contract with a private business entity for qualified substitute teachers to be furnished to its schools, provided that the school board remains responsible for the selection and retention criteria for and supervision of the substitute teachers. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section relating to property and casualty insurers.
Urges the Supreme Court of Illinois to give careful consideration to amending Illinois Supreme Court Rule 305.
Amends the River Conservancy Districts Act to require that a public hearing be held before special service area taxation may be imposed.
Amends the Snowmobile Registration and Safety Act and the Boat Registration and Safety Act. Provides that it is illegal to alter or remove the serial numbers of any snowmobile, snowmobile engine, outboard motor, inboard motor, watercraft sterndrive unit, or any of their component parts, or to knowingly buy, sell, or possess any of those items if a serial number has been removed from it. Provides that if a boat sustains accidental damage in the amount of $2,000 (rather than $500), or if a vessel is completely lost, the incident must be reported to the Department of Natural Resources. Effective July 1, 2004.
