Amends the Pyrotechnic Operator Licensing Act. Makes a technical change in a Section concerning the licensure requirements and fees.

Amends the Use Tax Act. Makes a technical change in a Section concerning the non-taxability of tangible personal property under the Act if it would not be taxed under Retailers' Occupation Tax Act.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Health Maintenance Organization Act. Adds a caption to a Section concerning drug products.
Amends the State Employees Article of the Illinois Pension Code. Provides that, for persons with at least 48 months of service, the calculation of final average compensation shall be based on the total compensation of the person during the period of the 48 consecutive months of service in which the total compensation was the highest (now the period of the 48 consecutive months within the last 120 months of service in which the total compensation was the highest). Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning deferred compensation.
Amends the Illinois Highway Code. Provides that, on any State highway construction project, the person or persons responsible for field supervision of the project may not belong to the same collective bargaining unit as the workers on the project.
Appropriates $10,500,000 from the Capital Development Fund to Western Illinois University for all costs associated with the design and construction of a riverfront campus in the Quad Cities. Effective July 1, 2004.
Amends the Illinois Vehicle Code. Provides that, when a vehicle is towed or hauled away, the relocator or possessor of the vehicle must, within 25 days of relocation, notify any lienholders of the vehicle, via certified mail, return receipt requested, that the vehicle has been relocated. Provides that, if notification is not provided during that time, the relocator or possessor of the vehicle is entitled to recover from the lienholder not more than 25 days of storage charges. Provides that, if notification is provided within 25 days, the relocator or possessor of the vehicle is entitled to recover from the lienholder charges for the number of days in storage. Provides that the relocator or possessor of the vehicle is entitled to charge the lienholder for the reasonable costs of a title search necessary to identify the lienholder.
