Creates the Fireworks Regulation Act to be administered by the State Fire Marshal. Provides for licensing of fireworks dealers. Defines unlawful acts and products. Provides penalties for violation of the Act. Amends the State Finance Act to create the Trauma Center Fund. Repeals the Fireworks Use Act. Effective immediately.

Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Illinois Insurance Code. Requires that a health care professional or provider be given a complete copy of any contract for professional services and be allowed at least 30 days to review the contract before being required to sign the contract. Requires that notice of proposed changes in the contract be given at least 90 days before the change takes effect. Effective December 1, 2003.
Creates the School Employees' Health Insurance Trust Act. Contains only a short title provision.
Amends the Downstate Teachers Article of the Illinois Pension Code. Removes the deadline for application for early retirement without discount. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Building Commission Act. Provides that the Commission shall consist of 15 Board members (now 11), the additional members to be legislators appointed by the legislative leaders. Provides guidelines for the creation of subcommittees and the selection of subcommittee members. Provides for the Commission to appoint an Executive Director from a list of persons nominated by the governor. Makes other various changes.
Creates a Task Force on Ethics to examine and recommend improvements in ethics legislation enacted in 2003 by the 93rd General Assembly.

Amends the Liquor Control Act of 1934. Provides that the Illinois Liquor Control Commission shall refuse the issuance or renewal of a license if the licensee or license applicant has violated certain provisions of the Retailers' Occupation Tax Act concerning the filing of returns. Provides that the Illinois Liquor Control Commission shall suspend or revoke (now revoke) the license of a licensee who has violated certain provisions of the Retailers' Occupation Tax Act concerning the filing of returns.
Amends the Recreational Trails of Illinois Act with respect to the Off-Highway Vehicle Trails Fund. Removes the prohibition of using moneys in the Fund for construction of motorized recreational trails on Department of Natural Resources owned or managed land. Effective immediately.
