ISAC-SALE OF LOANS-INT-FEES

Amends the Higher Education Student Assistance Act. Provides that if any of the Illinois Student Assistance Commission's student loans are sold or transferred to a private entity, then the private entity must offer the same interest and fee rate reduction plan on the loan that the Commission would have offered if the loan was held by the Commission. Effective immediately.

VEH CD-HIGH WT LMTS-ST&LOCAL

Amends the Illinois Vehicle Code. Provides that the Department of Transportation and local authorities may specify highways in their respective jurisdictions upon which loads of up to 120,000 pounds are allowed without a special permit. Creates an exception where a bridge or other elevated structure constitutes part of the highway. Effective immediately.

EXEC ORDER FISCAL IMPACT

Amends the State Finance Act. Requires that each July 31 the Governor must report to the General Assembly and the public upon the fiscal impact of all executive orders issued or signed during the previous fiscal year. Specifies the items that must be included for each executive order to reflect the cost of implementing, administering, and enforcing the order and the percentage of those costs borne by current and future appropriations. Effective immediately.

ALLKIDS-PREMIUM-COPAY-COMMTTE

Amends the Covering ALL KIDS Health Insurance Act. Provides that a person must be a citizen of the United States, have an annual household income of less than $80,001, and have household assets of less than $10,000 to be eligible for the Program. Provides that the Department of Financial and Professional Regulation shall not incur an annual outreach and marketing expense of greater than $1,000,000 and that products, publications, and advertisements shall not contain the name or title of any elected official. Specifies health benefits that may be included in benefit packages. Sets forth premium, co-payment, and out-of-pocket cost requirements. Establishes the Covering ALL KIDS Health Insurance Program Review Committee and sets forth duties of the Committee. Limits State funding for the Covering ALL KIDS Health Insurance Program. Effective July 1, 2006.

MUNI CD-BOUNDARY AGREEMENT

Amends the Municipal Code. In a Section pertaining to jurisdictional boundary line agreements between municipalities, provides that no jurisdictional boundary line agreement shall be valid for a term exceeding 5 years (now, 20 years), and that, if no term is stated, the agreement shall be valid for a term of 5 years (now, 20 years). Creates additional notice requirements in the form of written notice by registered mail, return receipt requested, to all owners of property affected by the agreement and all owners of adjoining property, and, in the case of agreements entered into on or after January 1, 2007, requires a public hearing. Also eliminates the provision that notice is required only in the case of agreements entered into on or after January 1, 2006. Effective immediately.
