PROP TX-AUTOMAT FEE INCREASE

Amends the Property Tax Code and the Mobile Home Local Services Tax Enforcement Act. Provides that the county collector may assess to the purchaser of property or a mobile home for delinquent taxes an automation fee of $20 (now, $10) per parcel or per mobile home. Provides that, in counties with less than 3,000,000 inhabitants, the fee shall be collected at the time of purchase of subsequent tax sales. Effective immediately.

IHDA-LOANS-ILLEGAL IMMIGRANTS

Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall not acquire, and contract and enter into, any commitment to acquire a residential mortgage from a lending institution and shall not make any loan to a lending institution or individual if the residential mortgage is for any individual who is not a citizen or legal resident of the United States. Effective immediately.

FIREARM OWNERS ID-AGE

Amends the Firearm Owners Identification Card Act. Changes the minimum age at which a person may obtain a Firearm Owner's Identification Card without the consent of his or her parent or legal guardian from 21 years of age to 18 years of age.

REVENUE-TAX AMNESTY

Amends the Tax Delinquency Amnesty Act. Provides for an amnesty period from January 1, 2010 through February 15, 2010. Provides that interest and penalties for taxes due after June 30, 2002 and prior to July 1, 2009 shall be abated and not collected if those taxes are paid during the amnesty period. Provides that money collected during the amnesty period that would otherwise be deposited into the General Revenue Fund shall be deposited into the Monetary Award Program Reserve Fund. Amends the Higher Education Student Assistance Act to provide that a limitation on the amount that may be on deposit in the Monetary Award Program Reserve Fund does not include moneys received as a result of the amnesty program. Effective immediately.

SCH CONSTRUCT-FED-FY02 GRANTS

Amends the School Construction Law. Provides that any education construction funds that the Capital Development Board receives through the federal government as part of the federal American Recovery and Reinvestment Act of 2009 must first be used to pay Fiscal Year 2002 School Construction Program grant recipients. Effective immediately.
