Amends the Circuit Courts Act. Provides that, in civil cases requiring a court interpreter, the court may order the non-prevailing party to pay the reasonable fees and expenses of the court interpreter. Provides that, in a criminal case requiring a court interpreter in which the defendant is found guilty of the charges brought against him or her, the circuit court may order the defendant to pay the reasonable fees and expenses of the court interpreter. Allows the circuit court the ability to adjust unreasonable fees and expenses of a court interpreter.

Amends the Illinois Vehicle Code. Deletes language providing that, if a person under the age of 18 receives a graduated driver's license, for the first 6 months of the license or until the person reaches the age of 18, whichever occurs sooner: the person may not drive with more than one person in the vehicle who is under the age of 20, excepting specified persons.
Amends the Illinois Municipal Code. Provides that in cities under the managerial form of municipal government with less than 50,000 population, the city council may, by ordinance, provide that the city council shall, after the next biennial general municipal election, consist of 6 instead of 4 councilmen. Sets forth procedures for electing the additional councilmen.
Makes appropriations and reappropriations to Northern Illinois University for various purposes, including for ordinary and contingent expenses. Effective July 1, 2003.
Amends the Illinois Physical Therapy Act. Makes a technical change in a Section concerning the renewal of licenses.
Amends the Illinois Local Library Act and the Public Library District Act of 1991. Removes provisions that (i) require a person applying for a non-resident library card to apply at the public library closest to the person's principal residence and (ii) provide that public libraries are not required to participate in the non-resident card reciprocal borrowing program of a regional library system. Provides that non-resident cards allow for borrowing privileges only at the library where the card was issued (now, allows for borrowing privileges at participating public libraries in the regional library system).
Encourages the Governor to convene a Joint Committee of the Senate and the House to conduct public hearings prior to agreement of any compact with an Indian tribe for Indian gaming.
Amends the School Code. Requires a person having custody or control of a child who is below the compulsory school age and who is enrolled in kindergarten in a public school to cause the child to attend the public school. Includes in the definition of "dropout" a child enrolled in kindergarten. Effective June 30, 2004.

Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
