IL BUSINESS REGULATORY REV ACT

Amends the Illinois Business Regulatory Review Act. In a Section concerning the regulatory policy responsibilities of the Business Regulatory Review Committee, provides that the Committee shall identify effective and efficient ways of notifying small business about proposed and newly adopted rules.

DENTAL PRACTICE-AED REQUIREMNT

Amends the Illinois Dental Practice Act. Requires all dental offices located in the State to contain at least one automated external defibrillator (AED) on the premises at all times. Provides that at least one member of the dental office staff must possess an acceptable level of knowledge in the use of AEDs and that the owner of the office is responsible for ensuring that the office is in compliance with the AED requirements.

EDGE CREDIT-QUALIFICATIONS

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an Applicant for the tax credit under the Act may demonstrate that the project would not occur in Illinois by presenting evidence that the Applicant, currently located in the State, is in competition for production or for a contract to provide goods or services to a vendee who has the option of awarding the production or contract, instead, to a vendor in another state.

FINANCE AUTHORITY-FIRE STATION

Amends the Illinois Finance Authority Act. Requires the Authority and the State Fire Marshal to jointly administer a program of zero-interest loans to fire departments and fire protection districts for the construction, rehabilitation, remodeling, and expansion of fire stations and the acquisition of land for the construction and expansion of fire stations. Amends the State Finance Act. Creates the Fire Station Revolving Loan Fund as a special fund in the State treasury for purposes of the loan program. Effective July 1, 2008.

Designates Illinois Route 173 as the 173rd Airborne Brigade Highway in honor of the brave men and women of the United States Army 173rd Airborne Brigade.

SCH CD-SPEC ED-HOLD HARMLESS

Amends the Children with Disabilities Article of the School Code. In a Section concerning funding for children requiring special education services, provides that for fiscal year 2008 and each fiscal year thereafter, individual school districts must not receive payments under that Section totaling less than they received for fiscal year 2007. Sets forth guidelines for the calculation, including making the calculation a separate calculation from any other in the Section. Effective immediately.

INTERNET CALLER ID ACT

Creates the Internet Caller Identification Act. Provides that no person shall use any Internet caller identification equipment or Internet phone equipment in such a manner as to make a number or name, other than the caller's residential or business phone number or the caller's legal or business name, appear on a caller identification system of the recipient of the call. Provides that any person who knowingly uses or has knowingly used any Internet caller identification equipment or Internet phone equipment in violation of the Act commits an unlawful act or practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a violation of the Internet Caller Identification Act a violation of the Act.

CHILD ABUSE-INJURY-DCFS REPORT

Amends the Abused and Neglected Child Reporting Act. Requires the Department of Children and Family Services to investigate and report on cases involving a serious life-threatening injury of a child (as well as cases involving the death of a child). Makes changes concerning the information that must be contained in the Department's reports. Provides that in any case involving the death or near death of a child, when a person responsible for the child has been charged with committing a crime that results in the child's death or near death, there shall be a presumption that the best interest of the public will be served by public disclosure of certain information concerning the circumstances of the investigations of the death or near death of the child and any other investigations concerning that child or other children living in the same household. Makes other changes concerning the release of such information.
