Amends the Right to Privacy in the Workplace Act. Provides that it shall be unlawful for any employer to ask any prospective employee to provide any username, password, or other related account information in order to gain access to a social networking website where that prospective employee maintains an account or profile.
Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.
Amends the State Designations Act. Designates the Illinois Saint Andrew Society Tartan as the official tartan of the State of Illinois. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall cause to be established an easily accessible online database for the purpose of compiling research expertise, intellectual property, and ongoing sponsored research projects at academic institutions across the State.
Amends the School Code. With respect to administrative certificates, provides that a candidate (i) who has enrolled and began coursework prior to August 1, 2011 in an Illinois program approved by the State Board of Education for the preparation of administrators and (ii) who successfully completes that program prior to January 1, 2013 may apply for the general administrative endorsement until January 1, 2013 without his or her 2 years of full-time teaching or school service personnel experience having been accrued while the individual held a valid early childhood, elementary, secondary, special K through 12, special pre-school through age 21, or school service personnel certificate. Effective immediately.
Creates the Area Career and Technical Education and Vocational Centers Task Force.
Amends the Illinois Vehicle Code. Provides that the driver of a motorcycle, facing any steady red signal which fails to change to a green signal within a reasonable period of time because of a signal malfunction or because the signal has failed to detect the arrival of the motorcycle due to the motorcycle's size or weight, has the right to proceed subject to the rules applicable after making a stop at a stop sign.
Amends the Criminal Code of 1961. Provides that financial exploitation of an elderly person or a person with a disability is a Class 1 felony if the value of the property is $50,000 (rather than $100,000) or more but less than $100,000 or if the elderly person is over 70 years of age and the value of the property is $15,000 or more but less than $50,000 or if the elderly person is 80 years of age or older and the value of the property is $5,000 or more but less than $25,000 and a Class X felony if the value of the property is $100,000 or more or if the elderly person is over 70 years of age and the value of the property is $50,000 or more or if the elderly person is 80 years of age or older and the value of the property is $25,000 or more.
Amends the Illinois Insurance Code in the provisions concerning autism spectrum disorders, habilitative services for children, and mental and emotional disorders to provide that certain coverage provided under those respective provisions through a group or individual policy of accident and health insurance or managed care plan shall be subject to the parity requirements of the provision concerning mental health parity. Sets forth a provision concerning mental health parity. Provides that every insurer that amends, delivers, issues, or renews a group policy of accident and health insurance in the State providing coverage for hospital or medical treatment and for the treatment of mental, emotional, nervous, or substance use disorders or conditions shall ensure adherence to the provisions concerning financial requirements and treatment limitations. Sets forth provisions concerning aggregate lifetime and annual limits. Amends the Health Maintenance Organization Act to comport with the provision of the Illinois Insurance Code concerning mental health parity. Makes other changes. Effective immediately.
Creates the Veterans' Monument Protection Act. Prohibits any business or recyclable metal dealer, as defined in the Recyclable Metal Purchase Registration Law, to purchase, accept, or give anything of value in exchange for any metal taken from the grave marker of a veteran. Provides that a business or recyclable metal dealer who commits a violation of the Act is guilty of a business offense and shall be fined a maximum of $1,000 per grave marker. Provides that upon discovering that metal from the grave marker of a veteran is missing, a cemetery official shall notify the local law enforcement agency and, if possible, the family of the deceased veteran. Effective immediately.
