Amends the School Code. Makes a technical change in a Section concerning boards of education.

Amends the Election Code. Makes technical changes concerning the vacancies in a forest preserve district office and notifications of vacancies in county and forest preserve district offices. Provides that notification shall be given of each established political party within 3 days of the county board meeting where the vacancy was declared, rather than within 3 days of the occurrence of the vacancy. Amends the Public Officer Prohibited Activities Act. Authorizes a county board member in any county (now, in a county having fewer than 40,000 inhabitants), during his or her term of office, to concurrently hold the office of member of the board of education, regional board of school trustees, board of school directors, board of a community college district, or board of school inspectors. Effective immediately.

Amends the Illinois Vehicle Code. Provides for the issuance of equestrian license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $15 at original issuance and $2 at renewal, which shall be deposited into the Secretary of State Special License Plate Fund.

If House Bill 5085 of the 96th General Assembly becomes law, amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide that a nonparticipating facility-based physician or provider may bill the beneficiary, insured, or enrollee for services determined by the insurer or health plan to be a noncovered service if the basis for denial is other than lack of medical necessity. Provides that a nonparticipating facility-based physician's or provider's acceptance of payment from an insurer or health plan regarding a claim in dispute prior to the initiation of arbitration shall not bar the initiation of arbitration by the nonparticipating facility-based physician or provider. Provides that nothing in the provision concerning nonparticipating facility-based physicians and providers shall be interpreted to change the prudent layperson provisions with respect to emergency services under the Managed Care Reform and Patient Rights Act. Sets forth provisions concerning arbitration. Effective upon becoming law or on the effective date of House Bill 5085 of the 96th General Assembly, whichever is later.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning display of a false insurance card.

Amends the Firearm Owners Identification Card Act. Denies home rule powers relating to permits and licenses for firearms. Effective immediately.

Amends the Home Rule Municipal Retailers' Occupation Tax Act in the Illinois Municipal Code. Makes a technical change in a Section authorizing the imposition of the tax.

Amends the Illinois Income Tax Act. Creates a credit in an amount equal to a percentage of the taxpayer's qualified production activities income. Provides that, for taxable years ending on or after December 31, 2013 and prior to December 31, 2014, the credit shall be 2% of the taxpayer's qualified production activities income for the taxable year; for taxable years ending on or after December 31, 2014 and prior to December 31, 2015, the credit shall be 4% of the taxpayer's qualified production activities income for the taxable year; and for taxable years ending on or after December 31, 2015, the credit shall be 6.2% of the taxpayer's qualified production activities income for the taxable year. Provides that excess credit amounts may be carried forward and applied to the tax liability of the 15 taxable years following the excess credit year. Effective immediately.

Amends the Counties Code. Provides that the county board of a county may borrow money for county purposes from one fund for the use of another fund, as long as it is repaid within the current fiscal year. Provides that the county board of a county may borrow money from any bank or financial institution, provided that the money shall be repaid within 10 years from the time the money is borrowed. Sets forth requirements concerning the documentation of the loan. Prohibits the indebtedness incurred, when aggregated with the existing indebtedness of the county, from exceeding the debt limitation otherwise provided for by law. Defines "financial institution". Effective immediately.

Amends the Illinois Municipal Code. Provides that for sanitation and building code violations, a code inspector shall include in the violation notice the title and citation of the code provision alleged to have been violated and a description of the circumstances present that constitute the alleged violation. Effective immediately.
