Creates the 24-Hour Nurse Hotline Task Force to make recommendations on the formation and operation of a 24-hour nurse hotline.
Amends the Motor Vehicle Retail Installment Sales Act. Makes a technical change in a Section concerning the short title.
Amends the Attorneys Lien Act. Makes a technical change in a Section concerning the creation of liens.

Amends the Illinois Vehicle Code. Allows all drivers, including motorcycle drivers, to at all times modulate the vehicle's head lamp between high and low brightness to signal oncoming drivers of the presence of a hazard, police officer, or radar speed detection area.
Amends the Illinois Vehicle Code. Directs the Secretary of State to complete a feasibility study for the implementation of a program for the issuance of digital driver's licenses. Provides that the study shall include findings on how to maximize profits to the State; the appropriate fee for a digital driver's license and how to provide for the issuance of a discounted digital driver's license; public interest in digital driver's licenses; and the cost to the State for implementation of the program. Directs the Secretary to also create a pilot program involving the issuance of digital driver's licenses for the purpose of further gauging the feasibility, interest, and efficiency of a program to issue digital driver's licenses. Requires the Secretary to report the findings of the feasibility study to the General Assembly no later than January 1, 2016. Effective immediately.
Amends the Municipal Code. Makes a technical change in a Section concerning the budget officer.
Amends the Educator Licensure Article of the School Code. With respect to an individual with a license in retired status returning to work in a position that requires a Professional Educator License, provides that a registration fee does not need to be paid if the licensee is returning to work as a substitute teacher for less than 50% of full-time equivalency for any particular school year. Effective immediately.
Amends the Illinois Municipal Code. Provides that a municipality that has acquired real estate following demolition shall, prior to disposing of the property, publish notice or may post such notice on its website not less than 30 days before the day provided in the notice for the opening of bids for the real estate. Sets forth the information that must be posted to the municipality's website concerning such notice requirements. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides for the regulation of the use of starter interrupt technology by vehicle dealers and creditors in the sale of motor vehicles. Provides the consent of the consumer must be obtained before starter interrupt technology may be used in connection with the sale and financing of motor vehicles. Sets forth notice requirements. Limits circumstances under which starter interrupt technology may be used. Defines terms.
