Amends the Illinois Municipal Code. Provides that on or after the effective date of this amendatory Act, a municipality shall bill for any utility service, including previously unbilled service, supplied to a customer within 24 months after providing the service to the customer. Provides exceptions for billing within 24 months attributed to tampering, theft of service, fraud, or the customer preventing the utility's recorded efforts to obtain an accurate reading of the meter. Further provides that a municipality may not intentionally delay billing beyond the normal bill cycle. Amends the Public Water District Act, the Water Service District Act, the Water Authorities Act, and the Water Commission Act making similar changes. Effective immediately.

Amends the Illinois Income Tax Act and the Illinois Insurance Code. Provides that all or a portion of the income tax credit awarded for the restoration and preservation of a qualified historic structure located in a River Edge Redevelopment Zone may instead be taken as a credit against privilege and retaliatory taxes paid under the Illinois Insurance Code. Provides that the Historic Preservation Agency may issue a certification to the taxpayer stating that, if the project is completed as proposed, the project will qualify for the credits. Contains provisions concerning transfers of credits. Provides that the credit may be carried forward. Provides that the credit sunsets on January 1, 2022 (currently, January 1, 2017). Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning Chicago laborers and retirement board employees.
Urges the United States Congress to pass legislation that will end the economic war between the states that is based on attracting new jobs and companies with offers of tax incentives and subsidies.
Amends the Funeral Directors and Embalmers Licensing Code. Makes a technical change in a Section concerning legislative intent.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate teachers.
Amends the Illinois Aeronautics Act. Makes a technical change in a Section concerning definitions.
Creates the 24-hour Nurse Hotline Task Force Act. Provides for the creation of a task force to make recommendations on the formation and operation of a 24-hour nurse hotline. Requires that within 90 days after the effective date, the Governor shall appoint members of the task force. Provides that the members of the task force shall come from specified organizations. Requires that within 60 days after the effective date, nominations to the task force shall be submitted to the Governor. Requires that within 30 days after the close of nominations, the Governor shall make appointments to the task force. Provides that the appointments from the Department of Healthcare and Family Services and Department of Public Health shall co-chair the task force. Contains provisions on when and where the task force shall meet and the compensation for and tenure of the members of the task force. Provides that by July 1, 2017, the task force shall submit a report of recommendations to the Governor and General Assembly. Provides that the Department of Healthcare and Family Services and the Department of Public Health shall provide administrative support to the Task Force. Provides for the repeal of the Act on September 1, 2017. Effective immediately.
