CONDO OMBUDSPERSON-VARIOUS

Amends the Condominium and Common Interest Community Ombudsperson Act. Makes numerous technical and substantive changes in provisions concerning: definitions; the Office of the Condominium and Common Interest Community Ombudsperson; the Office's website; the written policy for receiving complaints; requests for assistance; dispute resolution; confidentiality; and reporting requirements. Repeals a Section concerning registration. Effective July 1, 2016.

NUCLEAR SAFETY POLICY

ACCOUNTANTS-EQUIVALENCY

Amends the Illinois Public Accounting Act. Allows a certified public accountant (CPA) firm whose principal place of business is not in this State to have all the privileges of a CPA firm licensed under the Act without the need to obtain a license from the Department of Financial and Professional Regulation or to file notice with the Department if the CPA firm complies with specified substantial equivalency requirements; makes conforming changes. Provides that firms that do not meet the certain requirements but offer or render services in the State must hold a license issued under the Act. Effective immediately.

CNTY CD-CONTRACTS OF 4 YEARS

Amends the Counties Code. Provides that counties may make contracts of up to 4 years in duration. Contracts that are 4 years in duration must contain a provision allowing the county board to terminate the contract by majority vote within 120 days of a new county board member being sworn into office. Effective immediately.

PREVAILING WAGE - DUE PROCESS

Amends the Prevailing Wage Act. Provides a process for investigation of violations of the Prevailing Wage Act. Provides that the process starts with a complaint to be filed within 30 days of the alleged violation. Provides a $5,000 fine for knowingly filing a false complaint or a record or statement material to a false or fraudulent complaint. Provides a procedure for a response from a contractor or subcontractor. Provides a procedure for the Director of Labor in issuing a decision. Allows a party to request a hearing within 15 days of receiving notice of the Director's decision. Provides that a final order issued by the Director of Labor in relation to this investigation process is subject to judicial review under the Administrative Review Law. Effective immediately.

DENTAL LABORATORIES

Amends the Illinois Dental Practice Act. Provides that dental laboratories shall annually register with the Department. Sets the annual registration fee at $150. Requires dentists to only use the services of a registered dental laboratory. Requires dental laboratories to operate under the supervision of at least one dental technician or dentist. Requires dental laboratories to comply with certain federal regulations concerning infectious disease control. Requires dental laboratories to provide material disclosure of certain information to the prescribing dentist. Provides for both administrative and criminal penalties for violation of the requirements. Authorizes the Department to adopt rules necessary for implementation.

FALSE CLAIMS ACT-TAX CLAIMS

Amends the Illinois False Claims Act. Provides that no court has jurisdiction over a civil action relating to or involving a false claim regarding certain tax acts administered by the Department of Revenue, unless the action is brought by the Attorney General. Provides that the Department of Revenue shall have the sole authority to bring an administrative action and that the Attorney General shall have the sole authority to bring a judicial action under the Act for a false claim, statement, or record pertaining to certain taxes administered by the Department of Revenue. Contains provisions concerning reporting, investigative, and enforcement procedures for allegations of false claims pertaining to certain taxes. Contains provisions governing the payment of rewards to persons who provide information that leads to recovery of funds under the new provisions. Provides that the appeal of a determination regarding an award may be appealed exclusively to the Court of Claims and must be filed within 30 days of the determination of the award. Makes a corresponding change in the Court of Claims Act.
