Amends "An Act making appropriations", Public Act 95-348. Increases certain appropriations for official court reporting to the Office of the State Comptroller. Effective immediately.

Amends the Open Meetings Act, the School Code, the Illinois Vehicle Code, and the Sex Offender Community Notification Law. Removes provisions concerning the posting of information regarding school board meetings on a district's website, school board approval of certain contracts, checks of the Statewide Sex Offender Database and Statewide Child Murderer and Violent Offender Against Youth Database, gifted education program requirements, requiring a school to allow the use of epinephrine auto-injectors, certain information in a school district's report of pupils no longer enrolled in school and the report being furnished to the Secretary of State, financial literacy in consumer education, the study of genocide and slavery, required high school courses for the 2005-2006 and subsequent school years, steroid abuse prevention instruction to students in interscholastic athletic programs, excessive idling of a school bus, requiring the use of biodiesel, and informing parents that information about sex offenders is publicly available. Repeals Sections of the School Code concerning a new principal mentoring program, a school board oath of office, a school board's duties with respect to a superintendent, gifted education program requirements, and an evaluation plan for principals. Repeals the School Safety Drill Act. Makes related changes. Effective June 30, 2007.
Recognizes April 14, 2007, as YMCA Healthy Kids Day in the State of Illinois.
Creates a Task Force to study special education funding. Directs the task force to report its findings and recommendations to the Governor and the General Assembly by January 1, 2008. Provides that the task force shall be facilitated by the State Board of Education.
Amends the Liquor Control Act of 1934. In a provision prohibiting a parent or guardian from knowingly authorizing or permitting any person under the age of 21 years from using alcoholic liquor by failing to control access to either the residence or the alcoholic liquor maintained in the residence, provides that any person who violates the provision is guilty of a Class A misdemeanor and the person's sentence shall include, but shall not be limited to, a fine of not less than $500 and shall have his or her driving privileges suspended by the Secretary of State for a period of 6 months for the first offense, for a period of 1 year for a second offense, and revoked permanently for a third or subsequent offense. Requires the clerk of the court to forward to the Secretary of State any conviction entered under the provision within 5 days after the conviction in a form and manner as prescribed by the Secretary of State. Effective January 1, 2008.
Amends the Property Tax Code. Provides that each tax bill must include information that certain taxpayers may be eligible for tax exemptions, abatements, and other assistance programs and that, for more information, taxpayers should consult with the office of their township or county collector and with the Illinois Department of Revenue. Authorizes counties to establish and operate a homestead protection program under which the county treasurer may make payments from the indemnity fund to pay the delinquent taxes, along with all associated fees and interest, on the primary residence of eligible taxpayers. Provides that the county treasurer shall have a lien on the property in the amount of the assistance provided. Sets forth requirements for the program. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning audit committees.
Amends the Simplified Sales and Use Tax Administration Act. Requires the Department of Revenue, in consultation with the Commission on Government Forecasting and Accountability, to prepare and deliver a report to the General Assembly on the effect of the State's participation in the Streamlined Sales and Use Tax Agreement and on any pending or proposed legislation concerning the Agreement. Sets forth the requirements for the report. Requires that the report be delivered within 60 days after the effective date of this amendatory Act. Effective immediately.
Amends the Counties Code. Provides that a county with a population of less than 1,000,000 may levy an annual tax for farmland preservation easement purposes. Provides that the tax may not exceed 0.05% of the equalized assessed value of taxable property in the county. Provides that the tax must be approved by referendum. Provides that the tax may be discontinued by referendum.
Amends the Illinois Municipal Code. Adds a public notice requirement for certain disconnection proceedings. Provides that territory that has been disconnected may not be subdivided into lots and blocks within 3 years (now, one year) after the date of disconnection.
