Amends the Department of State Police Law of the Civil Administrative Code of Illinois, the School Code, the Illinois Health Statistics Act, the Minimum Wage Law, and the Victims' Economic Security and Safety Act. Removes provisions concerning the requirement that criminal history record checks of school district job applicants be fingerprint-based, the State Board of Education collecting certain school information, a district that has a school on academic early warning status preparing a revised school improvement plan, the development of a school restructuring plan, placing districts on academic early warning or watch status, school improvement plan peer review, authorizing the State Superintendent of Education to direct the reassignment or replacement of district personnel, prohibiting waivers from compliance with the No Child Left Behind Act of 2001, certain technical assistance from the State Board, State testing in certain subjects and grades beginning no later than the 2005-2006 school year, the compulsory school age extending until age 17, reporting on reenrolled students, a district ensuring that its graduation incentives program receives certain resources, requiring dental examinations and the collection of data relating to obesity, the teaching of history including the study of Asian Americans, increases in the minimum wage for school district employees after June 30, 2007, and defining "employer" to include school districts under the Victims' Economic Security and Safety Act. Makes other changes. Effective June 30, 2007.

Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.
Creates the Renewable Fuel for a Renewable Economy Act. Contains only a short title provision.
Amends the Electricity Infrastructure Maintenance Fee Law and the Illinois Municipal Code. Authorizes municipalities that impose certain taxes or fees on or collected by public utilities to conduct audits of those utilities to determine the accuracy of the taxes or fees paid to the municipality. Sets forth procedures under which a municipality may collect information from a public utility that is necessary to perform an audit. Sets forth procedures concerning the audit findings, liability for errors, penalties, confidentiality, and exemptions. Amends the Local Government Taxpayers' Bill of Rights Act. Limits the authority of municipalities (including home rule municipalities) to impose penalties with respect to certain taxes imposed under the Illinois Municipal Code or with respect to the municipal electricity infrastructure maintenance fee. Effective immediately.
Amends the Counties Code. Provides that, if any county officer makes public records or form documents available over the internet, those records and documents must be available to the user free of charge. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State.
Amends the State Finance Act concerning fiscal year limitations on expenditures with respect to certain tuition reimbursement claims, veteran's medical payments, medical and child care payments, substance abuse treatment payments, Immigration Reform and Control Fund payments, and medical payments for persons suffering various conditions, all of which now may be paid without regard to the fiscal year in which the liability was incurred. Sets dollar amount limits on what may be expended per fiscal year through October 1, 2017, after which the payments for liabilities incurred may be paid only during the 2-month period following the end of the fiscal year. Effective immediately.
Appropriates $1 from the General Revenue Fund to the Department of Financial and Professional Regulation to conduct a study concerning the licensure of nurses by endorsement under the Nurse Practice Act. Effective July 1, 2008.
Amends the Day and Temporary Labor Services Act. Defines "employment of a skilled nature" as employment with respect to which an employer performs an advanced application process, a screening process, which may include processes such as advanced testing, and a job interview. Provides that "day and temporary labor" does not include labor or employment of a skilled nature.
Amends the Property Tax Code. Makes a technical change in a Section concerning valuation statements.
Appropriates $14,500,000 from the Local Government Road Salt Purchase Reimbursement Fund to the Department of Central Management Services for the purpose of providing grants to counties, municipalities, townships, and road districts for road salt reimbursement. Effective immediately.
