Amends the Conveyances Act. In a provision requiring deeds, mortgages, powers of attorney, and other instruments relating to or affecting the title to real estate to be recorded, adds language requiring the instruments to be recorded in the recorder's office in the county in which the real estate is situated. In provisions concerning the effect of recording deeds, mortgages, and other instruments, makes the following changes: provides that those provisions also apply to the recording of assignments, mortgage releases, mortgage modifications, land equity loans, liens, lis pendens, and memoranda of judgment; changes the scope to instruments that affect interests in real property; and provides that deeds and title papers are void until recorded (instead of void until recorded as to creditors and subsequent purchasers) with the recorder's office in the county in which the property is located. Effective immediately.

Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the Prevailing Wage Act in connection with certified payroll filings. Provides that those filings must be on a certified payroll form as provided by the Department of Labor. Provides that public bodies shall accept any reasonable submissions by contractors only if recorded on the State of Illinois Certified Transcript of Payroll Form as provided by the Department of Labor.
Amends the Illinois Procurement Code. Provides that notice of each contract that is awarded shall be posted in the online electronic Illinois Procurement Bulletin for 7 days prior to the execution of the contract. Provides that, for construction agency procurements (now, for procurements subject to the authority of the chief procurement officer for the Department of Transportation), the contract shall include the names and addresses of all known subcontractors with subcontracts with an annual value of more than $25,000. Provides that a copy of a certificate of registration filed with the State Board of Elections must be submitted to the State agency within 3 days after the submission deadline (now, must accompany any bid or proposal). Provides that all offers shall be accompanied by either a disclosure of financial interests or an affidavit stating that the most recent previous disclosure has not changed (now, shall be accompanied by a disclosure of financial interests). Provides that, when a bidder or offeror has previously disclosed a potential conflict of interest, and the circumstances have not materially changed for the current bid or offer under consideration, the bidder or offeror shall submit the Procurement Policy Board's previous written recommendation for the previous contract, bid, or offer, which shall automatically renew for the current bid or offer. Effective immediately.
Amends the Illinois Procurement Code. Provides that the Procurement Policy Board shall provide written notice of an alleged conflict of interest to the contractor. Provides that the contractor shall have 30 days to provide a written response to the notice and may request a hearing before the Board. Provides that a State contract shall include the general type of work to be performed by all known subcontractors. Removes the requirement that a State contract shall include the expected amount of money each subcontractor will receive under the contract. Provides that, for certain certifications required for State contracts, if a false certification is made by a subcontractor, the contractor's submitted bid and contract may not be declared void. Makes other changes. Effective immediately.
Amends the Fiscal Note Act. Provides that the Commission on Government Forecasting and Accountability shall prepare all fiscal notes (now, various boards, commissions, departments, agencies, and other entities). Provides that the Commission on Government Forecasting and Accountability shall perform the following functions: (i) prepare and issue guidelines and manuals concerning the preparation of fiscal notes; (ii) designate at least one staff member to answer questions concerning each fiscal note; (iii) ensure compliance with the provisions of the Act; and (iv) create, operate, and maintain a publicly accessible online fiscal note tracking database. Sets forth requirements concerning the content of fiscal notes. Makes conforming changes in the Commission on Government Forecasting and Accountability Act.
Amends the Code of Criminal Procedure of 1963. Provides that in a criminal prosecution in which the defendant is accused of first degree murder or second degree murder when the commission of the offense involves domestic violence, evidence of the defendant's commission of another offense or offenses of domestic violence is admissible, and may be considered for its bearing on any matter to which it is relevant. Effective immediately.
Amends the Mechanics Lien Act. Makes a technical change in a Section concerning a sub-contractor's lien.
Amends the Condominium Property Act. Creates a new exception to the Act. Provides that the Act applies to all condominiums, except it does not apply (instead of the Act applies to all condominiums unless otherwise expressly provided in the Act) to a condominium or a condominium unit owners' association with either 10 units or less or annual budgeted assessments of $100,000 or less, unless the association affirmatively elects to be covered by this Act by a majority of its directors and unit owners. Provides that a condominium or a condominium unit owners' association that has either 10 units or less or annual budgeted assessments of $50,000 or less is exempt from provisions of the Act concerning board meetings being open to unit owners, quorum requirements at an owners' meeting, special meetings, and notices of meetings, but the board of directors of the association is required to provide notice of meetings to unit owners in a manner and at a time that will allow unit owners to participate in those meetings. Effective immediately.
